Job Description

1. Background

Project Overview: The USAID-funded Jordan Community Health and Nutrition Project aims to improve the nutritional status of pregnant and lactating women (PLW) and children under the age of two by achieving measurable improvements in six maternal, infant, and young child nutrition (MIYCN) and postpartum family planning (PPFP) behaviors:

● Pregnant women consume adequate amounts of diverse, nutritious foods.

● Mothers initiate breastfeeding within one hour of delivery.

● Mothers breastfeed exclusively for six months after birth.

● Caregivers feed adequate amounts of diverse, nutritious, age-appropriate complementary foods to children from 6-24 months while continuing to breastfeed.

● After a live birth, women or their partners use a modern contraceptive method to avoid pregnancy for at least 24 months.

● Families eat adequate amounts of diverse, nutritious foods and avoid unhealthy and sugary food and beverages.

To achieve this objective, the project addresses both supply and demand side determinants through three intermediate results: Improved household and community level knowledge, skills, and support (IR1), improved provider practices and support (IR2), and enhanced community-facility linkages (IR3).

The project targets two different Jordanian contexts: high-density governorates with a heavy reliance on private health care provision, and low-density governorates with a heavy reliance on public health care provision. Our work under intermediate result two aims to enhance provider practices around infant and young child feeding and post-partum family planning in both settings.

The Community Health and Nutrition Project is implemented in collaboration with three local partners: Queen Noor Foundation’s Institute for Family Health (IFH), the Royal Health Awareness Society (RHAS) and the Health Care Accreditation Council (HCAC). The project is collaborating closely with the Tufts University-based Nutrition Innovation Lab to measure project impact and document and disseminate findings.

IYCF-PPFP In-Service Training: In creating a supportive environment for uptake of the project’s priority practices, The Community Health and Nutrition Project aims to enhance provider support around delivery of an integrated MIYCN-PPFP service package. See Figure 5.

Healthcare Provider Capacity: A key strategy for creating a more supportive environment is enhancing the knowledge, attitudes, and skills of both public and private providers across the continuum of care. To do this, the Community Health and Nutrition Activity will adapt and support the rollout of two training courses for active health service providers (in-service training):

· An internet-based course to enhance knowledge and attitudes around breastfeeding, complementary feeding, and post-partum family planning; and

· A classroom-based course focused on enhancing provider counselling and maternal support skills.

The training content and curriculum will be derived from existing global materials but will be adapted specifically to the Jordanian context. While providers will be encouraged to attend both courses in sequence, each course will also function in a standalone capacity.

The project aims to ensure that each course is formally certified within Jordan and will work with relevant authorities to secure necessary approvals for Continuing Professional Development (CPD) credit.

2. Scope of Work of the IYCF-PPFP Training package Development Consultant.

The Community Health and Nutrition Project seeks an experienced IYCF-PPFP materials development consultant to identify and adapt a globally recognized IYCF-PPFP training package that aligns with national policy and addresses priority project behaviors. Specific responsibilities will include but not be limited to the following:

· Review of existing IYCF-PPFP training materials developed in Jordan, in the region and globally, identification of the most suitable package(s) for adaptation, and development of recommendations around adaptations necessary to meet project needs.

· Development or adaptation of materials per approved approach, including but not limited to the following:

a. Adaptation of a proven e-based training course focused on IYCF-PPFP knowledge, ensuring content is consistent with project objectives and customized to the Jordanian cultural context.

b. Adaptation of a proven classroom-based course focused on development of provider counselling and support skills, including, but not limited to the following:

i. A training manual and all necessary training content

ii. A participant’s manual and all necessary job aids

iii. A guide for training a small set of master trainers.

· Guidance to CHN in their engagement with the task team committee to ensure broad input and buy-in to training content and secure requisite approvals at each phase of the course development process.

· Support to CHN in identifying a suitable national certifying body for the course and ensuring both courses qualify for continuing professional development credit hours.

· Provide information and advice about business development and program marketing within Jordan and the region.

3. Final Deliverables and estimated LoE (Level of effort)

1- Training materials for the e-course including adapting/adding content to capture project objectives, PowerPoint slides, innovative ideas for interactive e-course material delivery, exam questions at the end of the course. 7 Days

2- Training materials for classroom-based course including Trainer’s Guide, Participants manual, PowerPoint slides, group work exercises, exam questions competency check out forms. 10 Days

The classroom course consists of:

A) The participants manual, including the following for each topic:

- Learning Objectives for the Module

- Learning Objectives for the Session

- Technical write up on each session, explaining the key concepts related to the topic/session

- List of sources for further reading for each session

B) Trainer’s Guide for the Course in line with the following Outline:

- Teaching Objectives for the Module

- Teaching Objectives for each session

- Write up on methodology for delivering each session – along with key concepts of each topic/session

- Materials required to conduct the session

- Time duration of the session

- Sources for reading on the topic

3- ToT material from the classroom course (this will include training the Senior Training Specialist from CHN on the trainer’s manual and ToT material). 3 Days

3- Requirements for Experience and Qualification

1- A post-graduate or equivalent qualification/ degree in Nutrition, Nursing, or any other relevant discipline.

2- Familiarity with the global IYCF-PPFP training landscape

3- Demonstrated success in the development, adaptation, and delivery of MICYN related training packages.

4- Relevant regional and international experience will be an added advantage.

5- Excellent writing, editing, and oral communication skills in English.

The project seeks to identify experts that fulfill the above criteria, have demonstrated the skills and to provide relevant expertise and bring a wider perspective in developing of the training manual.

4- Competencies:

1-Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

2-Has the ability to produce high quality documents and reports according to strict timeframes.

3-Proven ability to synthesize and summarize complex information.

4-Excellent training and facilitation skills.

5-Ability to work with government officials and other technical agencies; and

6-Excellent skills in technical writing.

5- Application Format

Proposals should be submitted in either Microsoft Word or PDF format.

The proposals shall be typed in English and shall be signed by the applicant or by a person duly authorized to bind the applicant to the contract.

6-Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria:

· Expertise in IYCF-PPFP materials development

· Consultancy experience providing similar service to other Organizations

· Compliance to this RFP

7-Required Documentation

Proposals must include the following components:

· Current CV

· Cover letter (max one page) summarizing experience

· Name and contract details of two professional references

· Your consulting daily rate. Please note that rate should be all inclusive; no separate budget for each deliverable will accepted.
