Job Description


GH Pro is seeking short-term consultants for an upcoming evaluation in Jordan of the USAID- funded Human Resources for Health in 2030 (HRH2030) program. The primary objectives of HRH2030 are to improve human resources practices at the Ministry of Health, improve health workforce competency and strengthen national Human Resources for Health governance.

The purpose of the evaluation is to assess the program’s contribution toward a strengthened health workforce for better health services. This formative evaluation will also develop recommendations for the remaining years of the program, both to increase effectiveness and to strengthen partnerships with government stakeholders to foster sustainability.

The HRH2030 evaluation will be conducted between August and December 2018. It will involve field work in and outside of Amman, with some work conducted remotely. Anticipated level of effort for team positions is estimated to be from 35 -70 days.

Team Leader

Roles & Responsibilities:

The team leader will be responsible for (1) providing team leadership; (2) managing the team’s activities; (3) ensuring that all deliverables are met in a timely manner; (4) serving as a liaison between the USAID and the evaluation/assessment team; and (5) leading briefings and presentations.

Qualifications:

  • Minimum of 10 years of experience in public health, including experience in implementation of health activities in developing countries
  • Demonstrated experience leading health sector project/program evaluation/assessments, utilizing both quantitative and qualitative methods
  • Excellent skills in planning, facilitation, and consensus building
  • Strong interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders
  • Demonstrated skills in project management
  • Excellent organizational skills and ability to keep to a timeline
  • Good writing skills, with extensive report writing experience
  • Experience working in the region and Jordan is desirable
  • Fluent English (speaking, reading and writing) with Arabic language skills a plus
  • Familiarity with USAID policies and practices and evaluation policy, results frameworks and performance monitoring plans


Evaluation Specialist

Roles & Responsibilities:

Serves as a member of the evaluation team, providing quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management and data analysis. S/He will oversee the training of all engaged in data collection, insuring highest level of reliability and validity of data being collected. S/He is the lead analyst, responsible for all data analysis, and will coordinate the analysis of all data, assuring all quantitative and qualitative data analyses are done to meet the needs for this evaluation. S/He will participate in all aspects of the evaluation, from planning, data collection, data analysis to report writing.

Qualifications:

  • At least 10 years of experience in USAID M&E procedures and implementation
  • At least 5 years managing M&E, including evaluations and/or assessments
  • Experience in design and implementation of evaluations and/or assessments
  • Strong knowledge, skills, and experience in qualitative and quantitative analytic tools
  • Experience implementing and coordinating others to implement surveys, key informant interviews, focus groups, observations and other evaluation and assessment methods that assure reliability and validity of the data.
  • Experience in data management
  • Able to analyze quantitative data, which will be primarily descriptive statistics and cross-tabulations
  • Able to analyze qualitative data
  • Experience using analytic software
  • Demonstrated experience using qualitative evaluation methodologies, and triangulating with quantitative data
  • Experience conducting secondary analysis of existing quantitative datasets
  • Able to review, interpret and reanalyze as needed existing data pertinent to the evaluation
  • Strong data interpretation and presentation skills
  • Fluent English (speaking, writing and reading) with Arabic language skills a plus
  • Good writing skills, including experience writing evaluation and/or assessment reports
  • Familiarity with USAID health programs/projects, particularly in the area Human Resources for Health.
  • Familiarity with USAID and PEPFAR M&E policies, practices, and evaluation policies, results frameworks and performance monitoring plans


Human Resources for Health Specialist

Roles & Responsibilities:

Provides expertise in human resources for health. S/He will participate in planning and briefing meetings, data collection, data analysis, development of evaluation presentations, and writing of the evaluation report.

Qualifications:

  • At least 3 years’ technical experience with human resources for health projects, with USAID project implementation experience preferred
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders
  • Excellent English (speaking, writing and reading) with Arabic preferred
  • Good writing skills, including experience writing evaluation and/or assessment reports
  • Experience conducting USAID evaluations of health programs/activities a plus


Local Evaluation Logistics/Program Assistant (PA)

Roles, Responsibilities and Qualifications

Will support the evaluation team with all necessary logistics and administration tasks to complete the evaluation

  • S/He will have knowledge of key actors in the health sector and their locations including MOH, donors and other stakeholders.
  • To support the team, s/he will be able to efficiently liaise with hotel staff, arrange in-country transportation (ground and air), arrange meeting and workspace as needed, and insure business center support, e.g. copying, internet, and printing.
  • S/he will work under the guidance of the Team Leader to make preparations, arrange meetings and appointments.
  • S/he will conduct programmatic administrative and support tasks as assigned and ensure the processes moves forward smoothly.
  • The Evaluation Logistics/PA will also assist in translation of data collection tools and transcripts, as needed.
  • Will have a good command of English and Arabic fluency.


Local Evaluation Specialist (two positions)

Roles, Responsibilities and Qualifications

Assists the evaluation team with data collection, analysis, and data interpretation.

  • Will have basic familiarity with the health sector and topics, as well as experience conducting surveys interviews and focus group discussion, both facilitating and note taking.
  • Assists in translation of data collection tools and transcripts, as needed.
  • Will have a good command of English and Arabic fluency.
  • Assists the Team Leader and the local Logistics/ PA as needed.
  • Experience with USAID evaluation activities a plus
  • Good writing and analytical skills required
