Job Description

The Role
Working with a dedicated counterpart, support the Chief Magistrate in PNG and her most senior legal staff to develop a ‘Civil District Court Bench Book’ that will be a practical guide to Magistrates in managing court processes and procedures on a day to day basis to improve the quality and timeliness of proceedings and decisions.

Activities
Working co-operatively and in consultation with the Organisational Reform Adviser and a dedicated Magisterial Services counterpart, support Magisterial Services to:

  1. Review the draft ‘District Court Bench Book’ framework for the Civil jurisdiction.
  2. Research, draft and produce a ‘Civil District Court Bench Book’ that: is tailored to suit the current law, practice and procedure of the District Court’s multiple jurisdictions and provides a practical guide for magistrates exercising their judicial function.
  3. Work proactively with counterparts and other Australian Government‐funded programs and donors to maximise cross-program learning and coordination and ensure effective harmonisation of assistance to the law and justice sector.
  4. Ensure that the Program and all activities, deliver services on budget, and demonstrate value for money through the effective, efficient and economical use of program resources

Selection Criteria:

Essential
1. Technical skills

High level court process skills and extensive practical experience working within the court system of a similar jurisdiction. Extensive and recent experience as a legal practitioner (minimum 10 years post qualification experience), with experience in the development of legal process, texts or practice directions. Experience working in PNG or an international development context highly regarded.

2. Capacity development
Demonstrated extensive experience in capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and service delivery standards of peers, counterparts and partner agencies.

3. Communication
High-level interpersonal skills, including written and verbal communication, and an excellent ability to develop and maintain results-focused stakeholder relationships while demonstrating high levels of political acumen.

4. Team work
Proven ability to work effectively with others and contribute to sustainable outcomes including advocacy and the capacity to negotiate effective solutions.

5. Cultural sensitivity
Demonstrated ability to work sensitively in a complex cross cultural operating environment.

6. Qualifications
Legal qualifications essential.

Remuneration
This position is classified under DFAT’s Aid Adviser Remuneration Framework (ARF) as Discipline C, Level 3 and will be offered at a level commensurate to the successful candidates’ experience relevant to the role.
