Justice, Rights, and Security (JRS) Design and Outreach Mechanism Consultant

Position Summary:

Nickol Global Solutions (NGS), on behalf of USAID’s Democracy, Human Rights and Governance (DRG) Center in the Development, Democracy, and Innovation (DDI) Bureau is seeking a short-term Justice, Rights, and Security (JRS) Consultant to support the DRG Center within the Development, Democracy, and Innovation (DDI) Bureau at the U.S. Agency for International Development (USAID/DDI/DRG) under the DRG institutional support contract. The JRS team advances Agency and DRG Center objectives by providing technical leadership and support on human rights, rule of law, and security sector reform to USAID field Missions and Washington Operating Units (OUs), other USG entities, and the broader DRG community.

As a result of increased competition and diverse perspectives, it is expected that this will result in achieving better locally led solutions and more sustainable outcomes through increased creativity and innovation.

The JRS Consultant will provide support to Missions and OUs on key programmatic processes for the new JRS APS and other implementing mechanisms, including but not limited to the Human Rights Grants Program (HRGP) and JRS-Rapid Response (RR) (collectively, JRS Implementing Mechanisms). Tasks will include finalization of Mission/Bureau outreach plans, development of webinar or fast facts documentation about the APS, facilitation of co-creation, building of procurement packages, and technical evaluation assistance to Missions. The JRS Consultant will provide support directly via consultation (e.g., responding to JRS Team requirements and Mission/OU requests for assistance with the development of APS addenda and co-creation and technical evaluation of concepts and applications).

The JRS Consultant will report to the DDI/DRG JRS deputy team lead or designee. He or she will regularly work with JRS team members, coordinate with other teams in the Center on shared priorities, and engage and support USAID Mission personnel when on TDY and with individuals from other OUs. The JRS Consultant and his/her/their supervisor will jointly develop a work plan that outlines specific priorities, timelines, and deliverables, which the consultant will independently plan, design, and work to achieve.

All candidates must be U.S. citizens with the ability to obtain and maintain a Secret clearance.

Duties:

The JRS Design and Outreach Mechanism Consultant will have the overall responsibility for:

• Communicate the benefits of the Implementing Mechanisms (IMs) to Missions/OUs through a proactive outreach campaign which will explain how the IMs work, what value they offer the Missions/OUs, and how to access them. Develop webinar, fast facts, or other support documentation to facilitate the use of the APS after outreach
• Support Mission/OU staff to run effective solicitations under JRS Implementing Mechanisms by providing technical input, guidance, and relevant templates to Missions/OUs to suggest efficient process steps, share best practices, and conduct effective and inclusive outreach to local and other potential partners, as well as the co-creation and technical evaluation of concepts and applications as appropriate
• Expand, maintain, and provide technical expertise on the effective use of IMs to protect and promote: (1) justice and rule of law, (2) human rights, and (3) security reforms, accomplished through partnerships. In particular, the Consultant will support Missions’ programs’ designs, implementation, and outreach
• Provide support to Missions/OUs related to improving justice, incorporating human rights considerations across activities, and security reform approaches, including supporting Missions/OUs work with local stakeholders to respond to locally identified needs and priorities, support and partner with local actors and organizations, integrate local leadership into project management and operations, and strengthen local capacities
• Assist Missions/OU to ensure that activities under the APS include measures for ensuring that “local systems” are built upon to uphold USAID’s commitment to local solutions generally as a critical component of sustainable development
• Provide technical input on the use of flagship JRS team field support resources, such as global programming mechanisms and JRS-managed incentive and contingency funds
• Assist Missions/OUs to work within the New Partnerships Initiative (NPI) by improving collaboration with new, nontraditional, and local actors
• Provide specific technical input into various policy, planning, and reporting processes on JRS issues for both internal and external audiences
• Perform assignments at physical locations other than Washington headquarters, including at Missions, up to 20% of the time

REQUIRED EXPERIENCE AND QUALIFICATIONS:

• Master’s Degree in international development, public administration, business administration, international relations, or political science, or similar field, or a law degree, with at least 5 years of experience in acquisition design and management, facilitating award-making processes, procurement processes, or assistance mechanisms in international development or a Bachelor’s Degree in international development pertinent field, public administration, business administration, international relations, or political science, or similar field, with at least seven years of experience managing acquisition or assistance mechanisms in international development.
• Experience in supporting local justice, rights, and security organizations.
• Experience supporting Annual Program Statements or similar instruments, and/or procurement mechanisms is preferred.
• Experience working or living overseas is preferred.
• Supplemental document specifically addressing the Quality Ranking Factors (QRFs).
• Be able to obtain and maintain a secret level security clearance.
• US Citizenship or Permanent Residency required. Note that dual citizens may be asked to surrender second-country citizenship temporarily.
