DAI has been shortlisted for an EU funded project Technical Assistance to the African Road Safety Observatory.
The overall objective of the project is to help improve road safety in Africa through the production of better data and capacitation on state-of-the-art decision making.
The specific objective to assist in the establishment and operationalisation of the African Observatory for Road Safety that is to provide support African Union Member States in their pursue of improved road safety. This contract builds on the previous commitment to assist in the establishment and operationalization of an AU African Regional Observatory for Road Safety (AU ARSO). This technical assistance will become, the facto, the ARSO Secretariat for as long as the AU does not propose a different institutional arrangement for the Observatory.
We are seeking candidates for the Team Leader position with the following qualifications and experience:
Key expert 1 (KE1): Team leader Min : 880 person-days in total (220 x 4 per year).
In order to fulfil her/his mission, the Team Leader, will assume responsibility for:
· Effectively managing all activities carried out within the contract;
· Developing the strategic and monitoring framework, planning, and implementing relevant activities that will contribute to the realisation of the expected results (see here above art. 4.2);
· Provision of guidance and strategic advice to the AU Road Policy Officer responsible for AU ARSO and/or the AU ARSO Chair;
· Institutional representation of AU ARSO at international meetings when the AU official and/or the AU ARSO Chair cannot attend;
· Lead the development of outputs 1, 2 and 4.
These tasks will neither involve the exercise of public authority nor the use of discretionary powers of judgement.
Qualifications and skills
· Master’s degree in sciences, economics, business, public works administration, international relations or a relevant, directly related discipline; In its absence, equivalent relevant professional experience of minimum of 7years, in
· Knowledge of EU policy and development orientations in the concerned sectors/areas as well as knowledge of the Global Gateway would be considered an asset;
· Experience in working with global and regional organizations and donor/financial institutions for resource mobilization;
· Experience in programme planning and budgeting;
· Languages: At least level C1 in English; at least level B2 in French. Knowledge of other languages spoken in Africa such as Arabic, Swahili, Zulu, etc. would be considered an asset;
· Knowledge of the AU institutional setting and understanding of the Programme for Infrastructure;
· Development in Africa (PIDA) would be considered an asset.
General professional experience
· At least of ten (10) years of relevant professional experience in project management experience (i.e. performing tasks similar to the ones indicated in section 4.2 of these ToR);
· At least five (5) years of experience in team coordination and executing programs at regional or continental levels.
Specific professional experience
· At least 3 years of professional experience in coordination and implementation of multi-sector, multi-stakeholder technical programmes in road safety in Africa, in relevant sectors (transport, health, policy);
· At least 3 years in programme management as team leader in long-term TA projects with international and multilateral organization, such as EU, EIB, World Bank, IMF, U.N., etc.;
· Previous experience with EU projects for external action would be considered an asset.
