Job Description

FCG Sweden, as part of a consortium lead by Sofreco, has been shortlisted to tender for the EU-funded project “ACP-EU PSD knowledge management Technical Support Function/PSD Light Structure (TSF)” in Brussels.

The purpose of the project is to provide technical and administrative support to the PSD platform in collaboration with the PSD unit of the ACP Secretariat and other PSD coordination mechanisms regarding activities in relation to the above PSD framework.

This support aims at enhancing PSD management functions, promoting ACP-EU PSD knowledge management and reinforcing an effective private sector engagement framework with learning and collaboration between key stakeholders.

All the five team members will be permanently based in Brussels, with a contract duration of 48 months tentatively starting in 2017.

Key Expert 1: Team Leader (Full time, 880 input days)

The Team leader (TL) will be responsible for establishing and managing the TSF. The TL will have the overall responsibility for planning, coordination, implementation and reporting for all project activities. He/She will especially follow aspects related to access to finance/blending. The TL will oversee all key and non-key experts. He/she will be supporting the ACP Secretariat in the operational management of the different PSD interventions and in the coordination of activities with the ACP Regions. The TL will liaise closely with the EU and ACP side, providing full information on the progress in programme implementation. The TL will coordinate the TSFs activities with other relevant cooperation programmes. The TL will provide technical advice and prepare work plans, progress reports and budgets. The TL will be responsible for approving reports prepared by technical experts mobilized.

Qualifications and skills

  • At least a master’s degree or equivalent in economics, business administration, international law, international development or a relevant, directly related discipline
  • An excellent verbal and written command of English and French
  • Excellent management and communication skills are essential

General professional experience

  • At least 15 years of work experience, with increasing levels of responsibility, in the field of private sector development, preferably in ACP countries

Specific professional experience

  • Experience as team leader of at least one project of minimum 1 million euro of private sector development
  • Experience of at least two years managing or directly involved with investment and/or blending programmes and international financial institutions
  • Experience of at least 2 years of direct involvement in access to finance, financial inclusion, guarantee schemes and risk insurance mechanisms in a development context
  • Experience of at least 7 years working with donors funded programmes
  • Experience of at least one year in knowledge management, monitoring and evaluation
  • Knowledge of the latest developments of national and international, including EU, policies and programmes in the ACP countries

Considered an asset:

  • Experience in investments.
  • Working experience in EU projects
