GIZ International Services is shortlisted for the EU-funded tender: Support for Public Administration Capacity Building in Turkmenistan.

The overall objective of the project is to modernise, in line with international and European standards, the know-how and skills of the Turkmen Public Administration by building up the capacity of the institutions responsible for the training and professional development of civil servants.

The specific purpose is to enhance the institutional and training capacities of the Academy of Civil Servants and of relevant state bodies through the development of modern training programmes.

Your tasks

The Team Leader (m/f) will be responsible for the institutional development activities of the first component as well as for the design and development of training courses and programmes in legal and public administration fields under the project’s second component.

The responsibilities of the Team Leader (m/f) will include, but not be limited to:

  • Overall leadership (lead the project team; ensure the coordination and motivation of the team; assure quality and monitor the performance of long and short term experts; manage project resources);
  • Reporting;
  • Ensure successful achievement of project objectives:
  1. responsible for the overall strategy of the project and of the project implementation;
  2. supervise the implementation of all components and activities;
  3. facilitate the effective operation of the PSC, prepare and attend meetings of the PCS and provide all information required;
  4. ensure effective liaison and coordination with EU and other donor-funded projects.
Your profile

Qualification and skills

  • Master degree in law, public administration, or a relevant, directly related discipline.
  • Proven knowledge of civil service systems of EU member states through e.g. publications, seminars, trainings, etc.
  • Excellent interpersonal and communication skills.
  • Computer literacy and familiarity with electronic databases.
  • Very good verbal and written English is essential.
  • Verbal and written knowledge of Russian (preferably level 2, but minimum level 3).

General professional experience

  • Minimum of 5 years of direct work experience as a civil servant or a consultant in civil service, preferably in a legal specialist position.
  • Minimum of 5 years of international experience as consultant/technical adviser in transition countries (preferably in CEEC and/or CIS region) providing policy advice to central government bodies.
  • Experience working in Central Asian countries will be considered an advantage.

Specific professional experience

  • Experience as Project Team Leader on at least three long term projects (over 1 year full time), preferably in CEEC and/or CIS region.
  • Minimum 2 years of experience in working in or providing advice to the central civil service training institutions.
  • Minimum 2 years of experience in institutional capacity building in the public administration as a consultant or civil servant.
  • Experience in designing training programmes, developing curricula and training materials and alike is an advantage.
Assignment period

The intended commencement date of the project is July 2016 and the period of implementation of the contract will be 48 months from this date.
