Project title: European Commission Service for Foreign Policy Instruments, Knowledge Management Support Services

The specific objective (Outcome) of this contract is to strengthen existing and establish new sustainable and systematic mechanisms and processes to foster, capture, use and disseminate knowledge more effectively in the areas of rapid response, and conflict prevention, peacebuilding and crisis preparedness.

The expected outputs of this contract are concentrated in four interlinked areas/components as follows:

  • Knowledge Management & Research: Knowledge production and capture are effectively strengthened, and individual and institutional experiences, good practices and knowledge better harnessed, including through the provision of external analyses and research (both desk and on the ground), and through contributions and in complement to existing EU analyses and data gathering processes (including but not limited to conflict analysis screening, structural country assessments, and sector evaluations, and in close coordination with relevant EU services, including DG INTPA, DG NEAR, DG ECHO, the EEAS and JRC).
  • Monitoring & Evaluation: Independent high-quality monitoring and evaluation of FPI crisis response, conflict prevention and peacebuilding actions, including the identification of lessons learned and recommendations, is undertaken, taking into account the added value and specificities of FPI, and their connectedness, complementarity and coherence with other EU and non-EU interventions. 2021.1 Page 5 of 19 b8e_annexiitorfee_en.doc
  • Events: The sharing, gathering and exchange of information, analyses, and lessons learned, and the capacities of staff are strengthened through the organisation of relevant and highquality events.
  • Communication & Visibility: Awareness, visibility and understanding of FPI’s work internally and across relevant European Commission services, as well as within the EU Member States, partner countries and organisations in the fields of rapid response, conflict prevention, security and peace, and in support to democracy, human dignity and the rule of law, including at very short notice and in demanding circumstances such as post-disaster and conflict zones, is strengthened.

Key Expert 4: Communication & Visibility Expert (660 working days)

Duties: The part-time Key Expert 4 reports to the Team Leader. The Key Expert will be responsible for all work related to communication and visibility.

Qualifications and skills

  • Advanced degree in media studies, journalism, communications, public relations, language and literature, IT or related field or equivalent professional experience in the fields relevant to this assignment, notably journalism
  • Communication and photography;
  • Excellent written and oral communication skills in English and French;
  • Advanced computer literacy;
  • Solid experience with online and offline communication and management of social media accounts and websites.
  • Strong writing and reporting skills
  • Excellent organisational skills, proven communication and presentation skills and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, international organisations, and other stakeholders.
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

General professional experience

  • Minimum five (5) years of professional experience in the fields of journalism, photography, communication, and/or production of videos.
  • Experience in dealing with communications in/for the public-sector institution / organisation;
  • Experience in drafting newsletters, managing of information for websites, and/ or drafting, editing and formatting annual reports in English language.

Specific professional experience

  • At least two (2) years of professional experience in the production of communication and visibility materials in conflict contexts and/or with international relations projects on peacebuilding, public diplomacy, climate and environment (specific implications on conflict risks in fragile and conflict settings);
  • Proven solid working experience of EU-funded programmes, including a good knowledge of communication requirements pertaining to various types of EU external assistance programmes.
