Project title: Technical Assistance to Ministry of Industry and Foreign Trade in Areas of Domestic Market and Industrial Competitiveness
Brief description: The overall objective of the TDMEP programme of which this project will be a part is to support the Egyptian Ministry of Industry, Trade and Small & Medium Enterprises in its key reform efforts and in building capacity of its staff to deal with the modern challenges of international trade, in order to sustain economic development and Egypt’s further integration into the global and regional economy.
The purpose of this project is to assist the Ministry in the implementation of trade related reforms that will increase Egypt’s benefit from international trade policy and agreements for trade liberalisation, especially towards the EU market. Assistance to the Ministry includes support to its departments and entities, such as the Minister’s Office, the Trade Agreement Sector (TAS), the General Organization for Export and Import Control (GOEIC), with inclusion of private sector representatives, such as and not limited to the Chambers of Commerce and the business associations, where relevant and under the supervision of the Ministry.

Commencement date of the project: August/September 2015
Duration of the assignment: 565 work days over 27 months
Requirements
Qualifications and skills:
- University degree (preferably at Masters level) in international marketing, trade promotion, trade facilitation, international business, business/public administration, law, MIS, & economics or equivalent discipline
- Demonstrated knowledge and experience of trade promotion and facilitation policy and strategy and trade ICT system
- Demonstrated experience of and exposure to design and implementation of risk management systems
- Good knowledge of trade and economic integration issues
- Fluency in English, both written and spoken; Arabic will be an advantage
General professional experience:
- At least 15 years of experience in trade facilitation advisory or executive positions
- Experience in the Middle East or North Africa will be highly valued
- Experience in multilateral trade organisations in decision-making capacity or senior positions will be highly valued
- Experience in the implementation of trading requirements process automation: Electronic Single Windows and Trade Net-like projects will be highly valued
- Field experience as a key expert of at least two trade related assistance projects is considered an advantage
Specific professional experience:
- At least 5 years (within the 15 years) professional experience in trade promotion and trade facilitation, risk management, utilizing IT in trade facilitation, business automation, marketing and export promotion, and providing technical support in trade development research and policy analysis in government, international organization, or trade facilitation agency
- Experience on issues of international trade, international and EU trade system and its related trade policies, rules and procedures
- Practical knowledge of European Union market surveillance systems
- Good understanding of EU trade facilitation related technical legislations and procedures
- Experience as an advisor to policymakers in one or several EU Member States, at international or national level on trade promotion and facilitation related matters is considered a strong asset
- Prior exposure to EU funded economic/trade development programmes is an advantage
