Position: Knowledge Management & Dissemination Advisor - Monitoring, Evaluation and Operations Research (MEOR)

Location: Kathmandu, Nepal

Contract: MEOR Services, NHSP3, DFID Nepal

Abt Associates is currently seeking qualified professionals for the DFID-funded recently launched Monitoring, Evaluation and Operational Research (MEOR) lot of DFID Nepal’s National Health Sector Programme (NHSP 3). The MEOR will enable DFID Nepal to continuously improve and adapt its programme to ensure that the NHSP3 intended outcomes and impact are achieved by:

  • Contributing to strengthening results and progress monitoring of DFID Nepal’s health sector programmes, including validating methodologies and tracking progress against the NHSP 3 Theory of Change and Logframe and assessing VfM; and
  • Helping to build and share evidence derived from DFID’s NHSP3 programme, and health sector reform and equitable service delivery more generally in Nepal. It will generate evidence on Nepal context and on what is working (and not working) and why.

The overarching objective of DFID’s NHSP3 programme is to improve the health of all people with special focus on women, children, the poor and socially excluded in Nepal, including by restoring health services in areas affected by the 2015 earthquake, and improving the quality and governance of health services nationwide.

Knowledge Management and Dissemination Advisor, MEOR:

Knowledge Management and Dissemination Advisor reports to the Team Leader and is responsible for project knowledge management, and documentation of learnings from program monitoring, evaluation, and research results and designing and implementing appropriate strategy to communicate them to identified audiences.

Responsibilities:

  • Conduct a stakeholder assessment to determine key learning communities;
  • Develop a knowledge management framework and establish a mechanism and tools for learning across NHSP3; Develop a communications and outreach strategy;
  • Generate and disseminate quality knowledge products and evidence resulting from monitoring, evaluation, and research activities under NHSP3;
  • Contribute to health sector reviews including health sector/Ministry of Health mid‐term and annual progress reviews;
  • Coordinate closely with the DFID’s other NHSP3 suppliers to provide feedback into the project and to produce and disseminate information that will be useful for healthcare beneficiaries;

Qualification requirements include the following:

  • Master’s degree or higher in relevant field or equivalent work experience;
  • Minimum of 6 years of work experience (at least 2 years of experience in international development projects preferably in the health sector);
  • Demonstrated ability to work with teams to produce written products and media, adhering to deadlines, and short turn-around times;
  • Excellent IT proficiency, including data visualization and communication tools;
  • Excellent writing and editing skills (both in English and Nepali) required;
  • Nepalese national.
