Knowledge Management Portal Manager, Highlands Resilience Platform for Adaptive Learning (R-PAL), Addis Ababa, Ethiopia

Project Summary:

The USAID-funded Highlands Resilience Platform for Adaptive Learning (R-PAL) will support adaptive learning, research, and collaboration with implementing partners and USAID/Ethiopia to facilitate joint action planning, enable adaptive management practices, and allow for evidence-based decision-making in the Ethiopian Highlands. R-PAL will directly support, assess, and collaborate with USAID’s Transitioning into Graduation through Enhanced Resilience (TIGER) Project, a $740 million project consisting of multiple resiliency, food security, and livelihood activities with multiple implementing partners. Support provided under R-PAL will include assistance in implementing collaboration, adaptation, and learning (CLA) activities with USAID’s implementing partners and mission staff; rapid assessments; research and evidence generation, synthesis, and communication; and capacity building to help USAID’s partners improve and scale their activities.

The project has four objectives: (1) Collaboration and coordination with implementing partners, (2) Investments informed by learning, evidence, and research, (3) Adoption of adaptive management processes based on evidence and research, and (4) Early adoption and scaling of innovative programming based on rigorously tested approaches.

Position Summary:

The MSI KM Specialist is responsible for working with the program office to articulate Mission needs, and for translating those needs to the design team to tailor the portal for Ethiopia. The contractor will take the lead to communicate portal requirements and timelines, ensure that changes are made as/when promised, and verify that new features function correctly. Once the portal is functional, The KM Specialist will identify qualified, short-term personnel to assist the Mission in transferring and organizing all historical files to the Portal. The KM Specialist will also be responsible for introducing the Portal to all Mission staff and USAID implementation partners and providing the necessary training and support to enable all users to effectively utilize this tool. The KM Specialist will field questions from R-PAL stakeholders and serve as the primary point-of-contact on any portal needs.

Responsibilities:

  • Manage day-to-day portal needs, including tracking uploads, downloads, troubleshooting, and engaging with Highlands Partners, USAID, and other stakeholders to respond to questions.
  • Serve as main point-of-contact for the KM portal, including coordinating with other R-PAL staff to build relationships with Highlands Partners and other portal users, as well as develop outreach strategies to foster KM portal use.
  • Work closely with MSI home office design team to design the KM portal, report use issues, and identify areas of improvement.
  • Provide timely data and knowledge management support to program staff.
  • Provide feedback when needed to MSI, partners and USAID/Ethiopia.
  • Conduct data-driven, utilization-focused analysis KM portal activity.
  • Support with concise and comprehensive monthly, quarterly and annual reports.

Qualifications:

  • Bachelor’s degree in social or computer science, statistics, or related field.
  • Three (3) years of experience in knowledge management.
  • Experience with knowledge management systems, such as Brainier, Bloomfire, Shelf, Guru preferred.
  • Experience with SaaS preferred.
  • Extensive knowledge of computers, internetworking and related tools, systems, software and applications used in knowledge management;
  • Ability to establish and maintain effective working relationships through remote communications with co-workers and clients at USAID
  • Creativity in presenting information and offering innovative solutions.
  • Proven experience utilizing and presenting data to varying audiences for driving decision-making.
  • Fluency in written and spoken English and Amharic are required.
