Functional responsibilities


Reporting to the Head of Mine Action, the Technical Senior Advisor will carry out the following duties:

1. Institutional and Organizational Analysis:

  • Strategic institutional and organizational review and vision alignment:

  • Lead a strategic review of SSTS, SESU, and the NGU focusing on expanded roles in humanitarian demining, EO training infrastructure reconstruction.

  • Develop a strategic framework that aligns training design and facility development with operational needs, long-term organizational goals, and global best practices.

  • Conduct comprehensive gap analyses to identify institutional, technical and infrastructure deficiencies and areas for improvement and innovation.

  • Provide actionable recommendations to senior leadership to ensure each state institution can deliver safe, effective, and sustainable demining, EO-related operations and reconstruction efforts.

  • Develop a strategic workforce plan, and training plan that addresses current and future skill gaps across the mine action sector.

2. Technical Review:

  • Evaluate and optimize resource allocation, logistics, training facilities, infrastructure readiness and equipment readiness to support large-scale and complex mine action operations.

  • Identify and mitigate technical and operational bottlenecks through innovative solutions, leveraging data driven decision-making and predictive analytics and practical solutions.

  • Identify innovative practices and technologies to improveoperational effectiveness.

  • Review and assess Explosive Detection Dog (EDD) facilities, EOD/IEDD training centers, classrooms, and support infrastructure against international standards.

3. Stakeholder Engagement and Collaboration:

  • Lead consultations with internal stakeholders, including STSS, SESU, and NGU leadership, training Staff, , and operational personnel, to ensure alignment with organizational goals, technical requirements, training facility needs, and training objectives.

  • Foster a collaborative environment that encourages knowledge sharing and innovation.

  • Engage with external stakeholders, including relevant ministries, international organizations and donor agencies, to build strategic partnerships and identify potential synergies.

4. Products

  • Develop a comprehensive technical needs analysis, infrastructure and organisational training roadmap for SSTS, SESU, and NGU prioritizing key issues and providing actionable insights for decision-makers and international donors.

  • Design training frameworks and operational roadmaps that integrate innovative technologies, adaptive strategies, and global best practices.

  • Provide clear evidence-based pathways for implementation, monitoring, and evaluation to ensure continuous improvement and alignment with organizational goals.

  • Produce detailed technical annexes on training facility and infrastructure requirements such as EOD, IEDD, EDD facilities, classrooms, and logistics.



Education/Experience/Language requirements


Education:
  • Advanced university degree (Master’s degree), in a field related to Mine Action with ten (10) years of relevant experience is required; OR
  • First-level university degree (Bachelor’s or equivalent) in a field related to mine action with twelve (12) years of relevant experience.
Experience:
  • A minimum of 10 years of relevant experience, defined as experience in project management in military, humanitarian, conflict, post-conflict, or development contexts

  • A minimum of two (2) years of high level advisory experience, managing complex projects, budgets, and providing recommendations is required.

  • Experience in writing and reviewing reports is required.

  • Experience working in a developing country is desirable

  • Experience working in mine action, particularly in Ukraine, is desirable.

Language requirements:
  • Fluency in English is required (read, write, speak)
