Job Description

Objective of the Programme:

DAI is bidding for a DFID donor-funded programme in Rwanda focusing on improving collaboration and working relations between civil society organisations (CSOs) and government to strengthen the promotion of human rights, good governance, social cohesion and reconciliation, and public accountability.

Scope of Work:

The Knowledge Management and Communications Advisor will be responsible for the learning, knowledge management and communication component of the Rwanda Multi Donor Civil Society Support Programme. S/he will oversee the development and implementation of a knowledge management, information and communications strategy and the delivery of agreed programme results to inform of the successful implementation of the programme.

Duties and Responsibilities:

  • Deliver a sound communication strategy and implementation for the programme
  • Build relations with government, media and related stakeholders within the governance sector
  • Implement and oversee an awareness campaign for the benefit of the programme
  • Oversee and manage the programme external website and act as a project spokesperson
  • Drive strategic branding of the programme to promote programme visibility and impact
  • Monitor results and develop case studies in collaboration with the M&E Manager
  • Keep programme team updated on key news, events and information of relevance to the programme

Required Key Skills & Qualifications:

  • An advanced degree or a Masters in Communications, Journalism, Knowledge Management or related fields
  • 8 years’ experience in developing and executing successful communication strategies
  • Strong ambition to use innovative information and communications technologies to change behaviour in Rwanda in the area of governance, human rights, accountability, social cohesion and reconciliation
  • Experience in knowledge management and evidence based dissemination
  • Experience delivering strategic communications on governance projects
  • Sound experience in effectively using different communications media including social media
  • Experience in working with high profiled government officials and engaging with key stakeholders
  • Good team working skills
  • Ability to deliver high quality products under pressure
  • Excellent written and spoken English, French would also be an advantage
  • Experience in working on donor funded projects
  • Good networks in Rwanda

Education:

Advanced Degree in Political Science, International Development, Communications or related area is required

Anticipated Project Start Date: May 2015

Project Duration: 5 years plus possibility of 2 year extension
