Land, Housing and Urban Development Specialist
The consultant will work together with UDCBO, MFA and regions in the development, adaptation and implementation of policies, procedures and systems for land management and development, housing and urban development. He/she will assist the regions in developing a Regional Strategy or a Strategic Plan for Urban Development including development of rural to urban and urban to urban linkage strategies in the region. An important aspect will be the formulation of a framework or strategy for urban local economic development, especially the promotion of micro and small scale enterprises. The Consultant will also look into how satellite towns surrounding the major strategic towns (receiving inputs from CBDSD) can benefit from these towns and vice versa.
The consultant must have specific expertise and experience in these three broad areas. He/she will also have some experience in both the implementation of Bank-assisted projects and in urban development projects. The consultant should be very familiar with similar projects in Sub-Saharan Africa, and familiarity with recent developments in Ethiopia would be a substantial advantage. The consultant should have at least a Bachelor?s degree in a discipline related to these areas; a relevant Masters Degree (or similar) will be an advantage. Fluency in English and good communication skills is essential. Strong experience in facilitating workshops is important.
