Job Description

Summary of the Position

Management System Certification (quality management, environmental management, and food safety management) are not yet operational in Afghanistan. A survey conducted by ANSA with the technical assistance from United Nations Industrial Development Organization (UNIDO) revealed that 59.8% of the surveyed organizations had indicated the necessity for certification of their system of production. The implementation of the quality management systems and HACCP certification for food products would help lift up the overall quality of production in the country. This could improve competitiveness of Afghan products in local and foreign markets and thus contribute in improvement of the trade deficit. This assignement will be reflected in the reform plan of ANSA under CBR program.

In terms of the National Standard Law, ANSA has established a Certification arm within its structure which will provide certification services (system certification and product certification).

Lead Auditor of ISO 9001, ISO 14001 and ISO 22000 - International will report to the Conformity Assessment Director of ANSA.

Duties and Responsibilities

The individual would be responsible for the following activities:

1. Development of the quality management system documents (Quality Manual, procedures, schemes and other related documents) based on ISO/IEC 17021
2. Assist ANSA in appointment of the Certification Committee (ISO 9001, 14001, 22000)
3. Prepare rules and administrative procedures for using and licensing Standard Mark
4. Train staff on the use and application of the QMS documents and on internal auditing.
5. Conduct of audits and mentoring ANSA staff
6. Promotion of the scheme among industry and service organizations by conducting awareness workshops, seminars, etc.
7. Develop marketing plan for ANSA certification services
8. Assist ANSA in conducting Lead Auditor Program for national auditors as per International Registered Certified Auditor (IRCA) or a similar module
9. Assist ANSA in processing the applications, appeals or other administrative procedures as required
10. Developing certification schemes for management system standards
11. Conduct audits for ISO 9001, 22000 and 14000 and provide the report to the management of ANSA
12. Any other task as assigned by ANSA top management

Deliverables

• Developing quality management system documents based on ISO/IEC 17021
• Rules for using and licensing Standard Mark

• Develop marketing plan for ANSA certification services
  • Train ANSA’s Lead Auditor on International Registered Certified Auditor (IRCA) or a Similar Module.
  • Certification schemes for management system standards
  • Audit Report for ISO 9001, 22000 and 14000

Qualifications and Experience: The Lead Auditor of ISO 9001, ISO 14001 and ISO 22000 would have the following:

• Shall have a Master degree from a reputed institution in Science or, in a related discipline or bachelor with 10 years experience,;
• Master shall have 5 years’ work experience as a Lead Auditor of ISO 9001, ISO 14001 and ISO 22000
• Shall be fluent in communicating in English;
• Shall be proficient in computer applications;
• Shall be able to plan, organize, lead and monitor a large section;
• Shall be competent and have aptitude in managing operations;
• Shall have excellent inter-personal skills;
• Shall have flexibility and ability to work under stress and within limited time frames.

Reporting & Supervision: Lead Auditor of ISO 9001, ISO 14001 and ISO 22000 (International) will report to the Conformity Assessment Director

Duration: The duration of the position(s) would be for one year with possibility of extension depending upon performance with a 3 month probationary period.

About the Organization

Capacity Building for Results “CBR” Program, started since January 2012, aims to support the government’s effort to improve the capacity and performance of core line ministries responsible for national priority programs. The CBR project’s development objective is to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of and reporting on results.
