Job Description

Main purpose:

Under the overall responsibility of the Head of IT Unit, the successful candidate will play an important role in coordinating and leading the technical development and maintenance of the IT applications and backend solutions used by the EBA and the National Competent Authorities. As the most senior technical role responsible for specific EBA Products, (s)he will provide technical leadership, supervises and coordinates development teams, be responsible for high-quality standard of technical solutions, development and testing activities. The Lead Technical Coordinator will ensure full compliance with EBA’s policies and standards, contributes to and implements the EBA’s IT Architecture, Security and Technology Strategy and Standards.


Main responsibilities:

  • • Accountable for the technical design, implementation, development and maintenance of largescale IT information systems (internally developed and third-party solutions), based on business needs and product strategy;
  • • Accountable for the full lifecycle of development for major and minor changes, from Technical Design and Solutioning, to Implementation, Testing, Delivery, Maintenance and Control, according to Product/Project objectives and EBA’s technical standards;
  • • Responsible for the setup and the quality of the deliverables of the development team (most often an external service provider) to EBA’s high standards for quality and security. While the development team is responsible for development and testing, the Lead Technical Coordinator is overall accountable for technical solution and design, source code quality, technical documentation, testing strategy and results, quotes/estimates/timelines of development team, adherence to EBA’s policies and standards including source code management, documentation, quality assurance (QA), build and release management, security screening and testing, architectural standard and review, support and maintenance activities;
  • • Support the Product/Project manager as the main point of contact for:
    • planning and execution of technical development, maintenance and testing;
    • management of the performance of the development team;
    • review and approval of external work;
    • technical effort and cost incurred and forecasted, reporting and budgeting/planning;
    • providing authoritative expert input for incidents and investigations; o confirming/approving technical readiness in the Change Control Board;
    • ensuring that all technical documentation is created, of high quality and well maintained; o being ultimate responsible for the quality of all changes introduced in the EBA product/service under remit;
  • • Provide sounded input into the EBA’s IT Technology Strategy, support the IT Architect in the EBA Technical Design Authority and follow its decisions and guidelines;
  • • Provide technical guidance, inform, train and support colleagues and third parties on best practices, new technologies and opportunities/risks, continuously seek to improve and optimize development environments and procedures to make use of modern tools and processes;
  • • Ensure that the EBA products and EBA data are always protected, development meets security standards, ensures full execution of Security Plans for each EBA product;
  • • Co-owns together with the Platforms Team the DevOps processes for EBA products/services under remit; support the Platforms Team in planning and conducting maintenance activities;
  • • Ensure that technical testing is performed, and proper documentation and reports are created;
  • • Prepare functional and technical specifications, analyse, design and evaluate proposal and conduct negotiations around the implementation of IT solutions, for tender procedures as well as for specific work packages;
  • • Carry out other activities as may be required.


Requirements

Eligibility Criteria

To be considered eligible, candidates must satisfy all the criteria listed below, by the deadline for submitting applications.

General

  • • Be a national of one of the Member State of the European Union, or a national of the European Economic Area (Iceland, Liechtenstein, Norway);
  • • Be entitled to his/her full rights as a citizen;
  • • Have fulfilled any obligations imposed by the applicable laws on military service;
  • • Have a thorough knowledge of English and a satisfactory knowledge of another official language of the European Union;
  • • Have the appropriate character references as to his/her suitability for the performance of his/her duties;
  • • Be physically fit to perform the duties linked to the post.

Specific

To be eligible, a candidate must have

  • a) A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or;
  • b) A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is at least three years.

Candidates must indicate in their applications the official duration of studies and the graduation dates for all the diplomas they have obtained.


Professional experience

To qualify for the position a candidate must have, in addition to the above, at least six years (on the basis of 1.2.1 a), or at least seven years (on the basis of 1.2.1 b) of proven fulltime professional experience after completing the education as mentioned above.

The work experience for eligibility purposes is counted from the award of the corresponding diploma up to the closing date of applications.


Selection criteria

Candidates are required to clearly indicate in their CVs how they acquired the knowledge and experience allowing them to meet the selection criteria mentioned below, and give specific examples.


Essential selection criteria

In addition to the eligibility criteria above, the following essential selection criteria will be used. Please note that all essential criteria are mandatory, meaning that no application will be assessed further if a candidate obtains a zero score in any of them:

• At least three years of fulltime professional experience in delivering large-scale projectsin designing and building Data-Intensive Applications using MS SQL and/or No SQL (such as Mongo DB) – these years are included in the required years of professional experience indicated above;

  • • A minimum of three years fulltime professional experience in at least two of the following: (these years are included in the required years of professional experience indicated)
    • Data analytics platforms;
    • Standard data exchange format such as XML and JSON;
    • Enterprise Java technologies; Enterprise Microsoft .NET technologies;
    • JavaScript Angular / React;
    • Experience implementing APIs for internal and external use/defining and implementing Data Exchange specifications;
    • Proven experience working with Kubernetes and Docker on Cloud Platforms (preferably Azure);
    • Microservices architecture, multitier Architecture and Service Oriented Architecture;
  • • Proven experience in working with cloud technologies, preferably Azure – please describe in your application the size of the project and the technologies used;
  • • A minimum of two years of fulltime professional experience in coordinating the work of a development team across full software development lifecycle for new or existing products – please indicate the size of the team and the number of years you coordinated their work (these years are included in the required years of professional experience indicated above).

Advantageous criteria

Candidates who meet all of the essential selection criteria will be scored against the following advantageous criteria:

  • • A minimum of three years of fulltime professional experience in Change Management throughout projects and product lifecycle, with good understanding of project methodologies and ITIL processes (these years are included in the required years of professional experience indicated above);
  • • Experience in designing robust and secure technical solutions for use in highly regulated environments;
  • • Experience in working with multiple distributed/virtual teams, including external software development and maintenance IT providers;
  • • Experience in translating business requirements into IT technical solutions;
  • • Technical knowledge and/or proven experience in the following:
    • Knowledge of XBRL or regulatory reporting in a financial environment;
    • Knowledge of (Automation) Testing solutions/suites;
    • Knowledge in application development in Java, Apache technologies, spring frameworks, Integration Middleware technologies, RESTful API development, Microservices, SOA, CI/CD with a large emphasis around solid principles writing clean and re-usable code;
    • Knowledge of Rules Engines solutions;
  • • Experience in an EU/ multicultural/ international working environment.


Supplementary criteria

In addition to the above, candidates are expected to fulfil the following competencies which may be assessed during interviews or written tests:

  • • Excellent programming skills, excellent understanding of algorithmics, design patterns, software management;
  • • Excellent understanding of Software Development Lifecycle across all its stages;
  • • Excellent communication skills with customers across all levels of the organisation;
  • • Excellent problem-solving skills and the ability to determine the most appropriate IT solution to specific business need;
  • • Ability to independently organise a number of parallel activities (conceptual tasks, development, incidents and problems resolution) and follow through until their completion;
  • • Ability to promote innovative ideas for the improvement of the IT services.
  • • The ability to manage his/her own workload and work without close supervision;
  • • Flexibility and ability to learn fast;
  • • The ability to work efficiently under time pressure.


Contract type, duration and starting date:

The successful candidate will be offered a temporary agent fixed-term contract of three years with a probation period of nine months and the possibility of extension.

The estimated starting date is 1 September 2022.
