Project Summary:

The USAID-funded Highlands Resilience Platform for Adaptive Learning (R-PAL) will support adaptive learning, research, and collaboration with implementing partners and USAID/Ethiopia to facilitate joint action planning, enable adaptive management practices, and allow for evidence-based decision-making in the Ethiopian Highlands. R-PAL will directly support, assess, and collaborate with USAID’s Transitioning into Graduation through Enhanced Resilience (TIGER) Project, a $740 million project consisting of multiple resiliency, food security, and livelihood activities with multiple implementing partners. Support provided under R-PAL will include assistance in implementing collaboration, adaptation, and learning (CLA) activities with USAID’s implementing partners and mission staff; rapid assessments; research and evidence generation, synthesis, and communication; and capacity building to help USAID’s partners improve and scale their activities.

The project has four objectives: (1) Collaboration and coordination with implementing partners, (2) Investments informed by learning, evidence, and research, (3) Adoption of adaptive management processes based on evidence and research, and (4) Early adoption and scaling of innovative programming based on rigorously tested approaches.

Position Summary:

The Learning Analyst will report to the Director of Research and Learning (DRL) to support RPAL’s research and learning support to Highlands partners. The learning analyst will be responsible for supporting the development and implementation of methods and protocols for reanalysis of implementing partner data and findings, supporting targeted assessments, provide research support, and translating research conducted by R-PAL and others. The Learning Associate will be responsible for tracking and reporting on R-PAL’s Activity Monitoring, Evaluation, and Learning Plan (AMELP). This position will be full time and based in Addis Ababa. Ethiopian nationals are encouraged to apply.

Responsibilities:

  • Support the implementation and dissemination of research (basic, applied research, empirical methods, QCA, Social network Analysis) in the Ethiopian Highlands region.
  • Translate research into fit for purpose data informing diverse sets of audiences.
  • Collect relevant data and ensure accuracy of R-PAL AMELP.
  • Support the development and implementation of research and learning agendas, including creating content for technical dissemination products, supporting analysis, and presenting learning material.
  • Develop and support the development of content that translates research for events, workshops, peer-to-peer learning, and on-going communication and support of USAID partners to improve technical and CLA capacity.
  • Coordinate with other R-PAL staff to create and provide inputs for collaboration, learning, and adaptation products, as needed.
  • Supervise consultants leading specific/targeted research activities.

Qualifications:

  • Bachelor’s degree in social science, international development, statistics, or related field. Master’s degree preferred.
  • Three (3) years of experience in research and learning roles, ideally in international development programs.
  • Demonstrated experience supporting monitoring, evaluation, and learning activities, including managing MEL plans, collecting and analyzing data, and communicating key findings.
  • Proficiency with research methods, both qualitative and quantitative.
  • Strong presentation skills conveying content and processes in coordination with partners for key events and priorities.
  • Strong critical thinking and analysis skills, including the ability to close gaps, test assumptions and approaches while addressing pertinent challenges.
  • Creativity in presenting information and offering innovative solutions.
  • Proven experience utilizing and presenting data to varying audiences for driving decision-making.
  • Fluency in written and spoken English and Amharic are required.
