DUTIES AND RESPONSIBILITIES

Under the supervision of the Sub-regional Coordinator and the functional guidance of the Director, Animal Production and Health Division, AGA, will provide support on matters related to livestock sector development to the Sub-regional Multidisciplinary Team which will lead FAO’s response to the needs of the Sub-region, including those of the Regional Economic Integration Organizations (REIOs). Specifically to:

  • provide, as needed, technical advisory support to FAO members and sub-regional organisations on the formulation and implementation of policies and programmes for the development, integration and improvement of a sustainable livestock sector in the Sub-region;
  • provide technical backstopping to projects dealing with the livestock sector development in the Sub-region;
  • ensure that livestock development is adequately integrated into the work of the Multidisciplinary Team;
  • act as focal point for livestock development programmes relevant to the Sub-region, including thematic crosscutting initiatives such as, support to sustainable livelihoods, biodiversity, biosecurity; good agriculture practices (GAP),etc;
  • maintain a watching brief on important animal diseases, in particular those of transboundary , zoonotic and emerging nature; and contribute to the formulation of policies and to the coordination of activities relating to the prevention and control of such diseases.
  • identify sustainable livestock intensification and GAP issues relevant to the Sub-region including: breed conservation and improvement, improved husbandry, natural resource management, livestock marketing (including preservation and processing) of animal products;
  • investigate opportunities of and advise on development at sub-sector level (e.g. poultry, pig, dairy);
  • contribute to FAO’s regular programme activities on livestock development;
  • plan, organize and participate in national and sub-regional capacity building programmes related to livestock development;
  • maintain regular liaison with national/regional research and training institutions in the Sub-region and with concerned FAO officers in the Regional Office and at HQ;
  • support livestock related emergency relief and rehabilitation programmes in the Sub-region;
  • plan, organize and participate in Sub-regional conferences/meetings/workshops;
  • perform other related duties as required.

MINIMUM REQUIREMENTS Candidates should meet the following:

  • University Degree in Veterinary Science or in Animal Science and a post-graduate qualification in Animal Production or Animal Health
  • Seven years of relevant experience in livestock development programmes, including experience in Latin/South America and in livestock policy/strategy advice/formulation
  • Working knowledge of English and limited knowledge of Spanish or French.

SELECTION CRITERIA Candidates will be assessed against the following:

  • Extent and relevance of experience in livestock development, especially in Latin America and/or the Caribbean and in livestock policy / strategy advice and formulation
  • Extent and relevance of project/programme formulation and implementation experience and ability to organize emergency and/or livestock development programmes, strategies and campaigns
  • Ability to analyse, interpret and synthesize scientific information, prioritize tasks, work independently and deal promptly with urgent issues
  • Extent of negotiating and advisory skills as well as knowledge and understanding of the work of international organizations and national governments
  • Capacity to work in multi-disciplinary teams
  • Extent of both oral and written communication skills (including ability to write concise reports)

  • The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 91,236 US$ 114,394 (without dependants) and from US$ 97,975 to US$ 123,552 (with dependants)
