Job Summary:

CRS is seeking a qualified professional to be the LMIS Specialist.

The LMIS Specialist will serve as a member of the International Transportation and Logistics (ITL) unit, within the Global Supply Chain Management (GSCM) team. This position reports to and works under the leadership of the Director of International Transportation and Logistics to complete activities that support the unit with on-going operations and strategic objectives.

You will help reinforce a culture founded in strong reporting practices, adherence to systems processes, and performance improvement. Your knowledge and experience will allow you to ensure compliance with CRS and donor regulations, and international and supply chain accountability standards and requirements, as well as some broader departmental system tracking and analysis needs, to help ensure stewardship, integrity, transparency, and accountability.

Roles and Key Responsibilities:

  • Responsible for inputting ITL transactions into the ERP system (Oracle), while working with relevant stakeholders to ensure the accuracy of those entries and resolve any system issues.
  • Monitor, review, and analyze inventory accounting records and data entries in the inventory tracking and management information system for accuracy and completeness. Report accounting discrepancies and irregularities.
  • Ensures efficient LMIS mentorship of HQ-based staff responsible for recording inventory transactions in the system thereby ensuring smooth end-of-year physical inventory count processes at Headquarters.
  • In partnership with the GSCM-Strategic Technical Assistance and Response (STAR) unit, conduct capacity strengthening sessions and prepare materials to share LMIS best practices and lessons learned.
  • Develop Standard Operating Procedures (SOPs) for routine LMIS functions.
  • In partnership with the GSCM-Systems and Performance (S&P) unit, perform inventory data analysis and monitor related KPIs to ensure inventory movement transactions are aligned to GSCM standard system processes and best practices.
  • Analyzes SCM key performance indicators (KPIs) for CRS’ international transportation and logistics operations. Identifies and reports on key areas of improvement based on KPI analysis, including evaluation of KPIs based on unit objectives.
  • Prepare accurate and timely monthly, quarterly, and yearly reports pertaining to the status of goods and services for internal and external stakeholders.

Basic Qualifications

  • Bachelor’s Degree in Information Technology, Accounting, Finance, Statistics, Economics, or other relevant field required. Professional certifications(s) in information technology or supply chain a plus.
  • Minimum of 3 years work experience in a similar position, preferably with an international organization.
  • Additional education and/or relevant information technology certifications may substitute for some experience.
  • Knowledge and experience with various public donors’ regulations (e.g., USAID, USDA, Global Fund, etc.) preferred.
  • Knowledge and understanding of inventory tracking, accounting, and reporting systems and principles. Understanding of Generally Accepted Commodity Accountability Principles (GACAP) preferred.

Travel

  • Willingness and ability to travel overseas up to 20%, including remote and/or difficult operating environments, for assessments and to provide in-person training/assistance to field programs.

Internal (HQ): Other GSCM Sub-Units [Global Procurement, Strategic Technical Assistance and Response (STAR), dotted line to Systems & Performance (S&P), particularly the BP & IP Managers, Finance; Audit; All Units in HQ OverOps/Programs, Humanitarian Response Department (HRD), GKIM (IT), and the ERP Project Team.

Internal (Regions/Field): Regional Advisors for SCM, relevant Chiefs of Party; Heads of Operations, Supply Chain/Logistics Managers.

External: Major donors - especially, USG (USAID-BHA and USDA) and GFATM- peer organizations’ SCM leaders, industry suppliers, multiple freight service and express courier providers, carriers, transporters, and their agents.
