Job Description

Result of Service

The services of the local consultant will lead to the development and validation (i.e. overseeing the process of validation by key stakeholders) of the following key deliverables:

  • Deliverable #1 (D1): Comprehensive project workplan, refined to include inputs and considerations of the Department of Adaptation in the Ministry of Environment. It should take into account the progress and results of other activities currently being implemented in the country. The workplan will also identify all key reports, relevant studies, policies, datasets, and related projects needed for guiding the analyses to be conducted in the project.
  • Deliverable #2 (D2): Comprehensive report presenting a critical analysis of the objectives, strategic lines, and measures of the 12 sectoral adaptation plans.
  • Deliverable #3 (D3): Report proposing:
    • (i) Inter-sectoral adaptation goals
    • (ii) Indicators of monitoring that consider water security, food security, resilient infrastructure, and potentially health, air quality, nature conservation, and sustainable development
      These should be incorporated into updates to the Long-Term Climate Strategy and the Nationally Determined Contribution.
  • Deliverable #4 (D4): Report proposing:
    • (i) Adaptation targets
    • (ii) Indicators for a monitoring and evaluation framework for these adaptation targets, for the new LTCS in line with the NDC 3.0.
  • Deliverable #5 (D5): Report providing guidance for piloting the existing M&E system for the sectoral adaptation plans. In addition to D5, the consultant should compile and deliver a report from the dissemination workshop or round table event.

Duties and Responsibilities
  • Chile is preparing to compile its new NDC (Nationally Determined Contribution) for the 2025–2030 cycle, as required by Law 21.455 on Climate Change, which outlines procedures, content requirements, and responsible institutions.
  • The Framework Law on Climate Change (Law No. 21,455, 2022) positions adaptation as a core element in national development and integrates it into various climate change management instruments:
    • Long-Term Climate Strategy (LTCS)
    • Nationally Determined Contribution (NDC)
    • Twelve sectoral adaptation plans (biodiversity, water, infrastructure, health, mining, energy, forestry, agriculture, fisheries & aquaculture, cities, tourism, coastal zone, and transport)
  • These sectoral plans have received ministerial approval and are under review by the Comptroller’s Office, with expected publication in the Official Gazette in the second half of 2025.
  • The Climate Change Division of the Ministry of Environment leads the development of new adaptation goals and indicators, including mechanisms for quantifying progress and evaluating losses and damages due to climate inaction.
  • Chile has requested support through the UN Environment Programme (UNEP), funded by NDC PAF, to develop the adaptation component of its NDC 3.0, aiming for completion and validation before COP30.
  • The local consultant (Climate Change Adaptation Expert) will:
    • Liaise with the Government of Chile and stakeholders.
    • Work with the Ministry of Environment and UNEP-CCC.
    • Manage the execution of project activities and deliverables.
Objective
  • To develop a monitoring and evaluation (M&E) framework for sectoral adaptation plans with a long-term strategic outlook, supporting Chile’s adaptation commitments in the new NDC (2025–2035).
  • Transparent tracking of NDC implementation will aid decision-making and goal achievement.
  • Coordination with the Department of Adaptation (Ministry of Environment) is essential, as they assess and update sectoral targets to 2030 and 2050.
  • The consultancy is planned for 9 months, aligned with Chile’s schedule to submit the NDC 3.0 before COP30 (November 2025).
Performance Indicators
  • Timely execution of project activities and delivery of outputs.
  • Responsiveness to feedback from UNEP-CCC and the Chilean government team.
  • Active participation in biweekly coordination meetings with UNEP-CCC and the Ministry of Environment.
  • Delivery of draft and final outputs in both MS Word and PDF formats, following agreed templates.
  • Documentation and reporting from dissemination workshops or round tables.
  • On-ground presence and close collaboration with national stakeholders.
