UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.
It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?
Specific Objectives

  1. Support NNC NSD as chair of the Nutrition Cluster AMWG in Assessment/Survey Planning and Management, including Developing List of Standardized Tables and Figures, list of Core Indicators, and Reviewing Tools and Questionnaires to be used.
  2. Support the Review of All Cleaned Datasets using Agreed Core Indicators.
  3. Coordinate and Support AMWG in Appropriate Analytical Methods to Produce Tables and Figures for Reports, provide Data Quality Assurance; Develop Dissemination Plan for AMWG.
  4. Prepare Knowledge Management Documents using Nutrition, Food Security and other Related COVID-19 Data.

Work Assignments

  • The Consultant will work Under the Direct Guidance and Supervision of UNICEF Nutrition Specialist and in Close Collaboration with National Nutrition Council (NNC) and Members of the AMWG.
  • Assessment/Survey Design, Methodology:
    1. Develop and Finalize the Rapid Nutrition Survey Design and Methodology.
    2. Sampling and Cluster Selection, Pretesting, Data Collection and Processing, Forms and Questionnaires.
    3. Collaborate with the NNC and other Members of the AMWG to Agree on the Final Design/Methods, Indicators, and Tools.
  • Assessment/Survey Indicators:
    1. Review and Finalize Agreed Indicators.
    2. Support Preparation of Standard Tables and Figures.
    3. Support the Review and Updating of Appropriate Data Collection and Analysis as needed (context may change due to COVID-19).
  • Review and Quality Assurance of Database/Datasets:
    1. Review Datasets Coding and Labels.
    2. Crosscheck Collected Data against Core Indicators.
    3. Review Standardization of Results Tables.
  • Analysis and Presentation of Results:
    1. Review Datasets Coding and Labels.
    2. Crosscheck Collected Data against Core Indicators.
    3. Review Standardization of Results Tables.
  • Preparation of KM Products:
    1. Review and Analysis of Nutrition and other Relating Datasets Collected During COVID-19.
    2. Analysis and Preparation of KM Products.


  • Reviewed and Agreed Final Concept Note/Proposal with Design and Methodology Aligned with Recent Guidance in Context of COVID-19 Pandemic.
  • Reviewed Tools and Questionnaires to be used.
  • Data collection Plan and Process.
  • Meeting Minutes and Action Points Tracker.
  • Draft Report Structure and Assessment/Survey Dissemination/Presentation Plan.
  • Agreed List of Final Indicators with Standardized Definition for each Indicator.
  • List of Standardized Tables and Figures.
  • Updated Data Collection Plan and Process.
  • Meeting Minutes and Action Points Tracker.
  • Updated Assessment/Survey Dissemination/Presentation Plan.
  • Coding and Labelling of Datasets Reviewed.
  • Checklist of Collected Data against Agreed Core Indicators.
  • Results Tables from Analysis are Standardized for the Report.
  • Meeting Minutes and Action Points Tracker.
  • Data Quality Reports for Anthropometry/MUAC (using ENA SMART), IYCF Indicators (Descriptive Analysis), Food Security Indicators (Descriptive Analysis) Maternal Indicators (ANC/Breastfeeding) (Descriptive Analysis).
  • Statistical and Descriptive Analysis are Completed and Final Tables for Report Generated.
  • Charts and Figures are Produced and Formatted for the Report.
  • Final Presentation Prepared.
  • KM Products.

Qualifications and Competencies of Successful Consultant

  • BA/BS Degree in Economics, Statistics, Computer Information Systems or a Related Field combined with over 8 Years of Relevant Experience in Public Health and Nutrition Assessments/Surveys, or Advanced/Master’s Degree with 5 Years of Relevant Experience in Public Health and Nutrition Assessments/Surveys.
  • Work Experience:
    - Three (3) Years of Specific Survey and Statistical Analysis Experience.
    - One (1) Year of Experience using QGIS Version 3.0 or later, to Compose and Export Graphical Maps, and Analyse/Edit Geospatial Data.
    - Familiarity with Large Scale Datasets and Big Data, including MICS, DHS, and National Nutrition Surveys preferred.
    - Proficiency in STATA/SPSS/R a must.
    - Experience Working on UNICEF or UN Related Surveys in Relevant Field, including in a Similar Geographic Region is an asset and advantage.
    - Knowledge/experience in datasets related to sectors of nutrition, health, WASH and/or Food Security an asset.
    - Demonstrated Ability to Work Effectively and Sensitively in Teams and Remotely using File Sharing Platforms.
    - Proficiency in Data Analysis and Technical Project Management.
    Languages: Proficiency in English and Filipino Language required (Oral and Written).
