Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a qualified and experienced Local Economic Development Specialist for the five-year USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance.

Responsibilities:

The Local Economic Development Specialist will support consolidated communities (CCs) to identify and implement economic projects in line with their Strategic Plans. The Local Economic Development Specialist will work closely with the Local Economic Development Expert on program design and implementation.

PRIMARY JOB RESPONSIBILITIES

  • Assisting the Local Economic Development Expert in the development of the local economic development program, designing materials and working closely with counterparts in consolidated communities.
  • Aiding in designing interventions aimed at meeting targets.
  • Providing input to program workplan and program budgeting as requested.
  • Providing ongoing technical input to the program.
  • Working with grantees in order to build their capacity for implementing successful economic development initiatives.
  • Coordinating with other technical components to aid cohesion among program interventions.
Knowledge, Skills and Abilities:
  • Ability to establish strong working relationships with local government officials, civic leaders, business people and international donors.
  • Must have Professional level English ability – both written and oral.
  • Professional-level Ukrainian and Russian communication skills.
Qualifications:
  • Master’s degree in economic development or related field.
  • At least 8 years of experience in local economic development or related field.
  • Successful track record in advising local governments on local economic development strategies and related issues.
  • Relevant experience in capacity building/training.
