Local Economist Expert, USAID Rwanda Dairy Competitiveness Sector Program Performance Evaluation, Rwanda

Background:

Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Objective:

SI is pursuing a task order evaluation under the Evaluation Services IQC. The purpose of this evaluation is twofold; first, to determine the extent to which the Rwanda Dairy Competitiveness Sector Project II implementing partners have been accountable to USAID, USAID and other local stakeholders, including GOR agencies, dairy industries and relevant civil society organizations; and secondly, to draw lessons from the performance and results of the project, that can be applied and inform future dairy project design and operations in Rwanda.

The period of performance is eight weeks, beginning in January, 2015.

Responsibilities:

  • Provide technical advice to the evaluation team and USAID/Rwanda on economic analysis, cost benefit analysis, and recommendations for the dairy competitive sector, etc;
  • Advise on any key stakeholders or partner organizations to the evaluation team for quality lessons learned and future project design.

Qualifications:

  • Minimum of a Bachelor's degree in economics or agriculture economy;
  • At least two to three years of technical experience conducting cost benefit and/or cost effectiveness analyses;
  • Proficiency in English and fluency in French is required.
