Overview

The USAID-assisted Energy Secure Philippines (ESP) Activity aims to assist the Philippine Government in pursuing development in the power sector. It has the three-fold objective of improving the performance of electric utilities, increasing the deployment of advanced energy sources and systems, and improving the energy procurement process.

For the past two years, USAID ESP has been supporting the DOE in the operationalization of the Joint DOE-DILG Memorandum on local energy code, implementation of the EECA, development of templates for a localized, customized local energy plan for pilot LGUs.


Responsibilities

Statement of Work

As USAID ESP ramps up LGU-related activities under its approved Y3 work plan, USAID ESP seeks qualified technical expert/s who will support the USAID team in the following activities:

  1. Support the integration of at least two local government units into the Energy Virtual One Stop Shop (EVOSS) platform; LGUs prioritized to be discussed/concurred with USAID ESP.
  2. Assist in drafting/finalizing/packaging local energy efficiency and conservation plans for two LGUs.
  3. Develop survey instrument to assess implementation of local energy codes through review of approved LECs in coordination with USAID ESP and concerned subcontractor
  4. In close collaboration with the Senior Cross Cutting and CLA Advisor, package two papers/articles highlighting USAID ESP’s work with LGUs for potential submission to reputable and refereed journals in coordination with USAID ESP and concerned subcontractor.
  5. Prepare two RfP template/s for energy service companies (ESCO) to:
  6. a) support mentoring process of LGUs in preparation for Government Energy Management Program (GEMP) energy audit, and
  7. b) conduct energy audit in compliance with the GEMP requirements.
  8. Assist the USAID ESP team in designing capacity building activities for LGUs on various energy-related topics.
  9. Facilitate at least two virtual capacity building activities for LGUs.
  10. Participate in virtual meetings pertaining to the LGU workstream hybrid workshops for LGUs to provide technical support and mentoring.
  11. Guide PLLENRO and other partners working in ESP’s local government-related tasks/interventions in the preparation of reports and documents.
  12. Support the drafting of USAID ESP quarterly and annual reports.
  13. Support selected grants working with ESCOs.
