The German Development Cooperation (Deutsche Gesellschaft für Technische Zusammenarbeit - GTZ) has chosen GOPA Consultants for the implementation of the bilateral development project "Capacity Development for the Transport Sector in Liberia".
In order to strengthen our international expert team in Monrovia, we are currently looking for suitable candidates for the position as Local Long-Term Advisor to the MoPW. A long/mid-term engagement is envisaged depending on the individual performance.
Purpose:
- manage road maintenance data
- support road maintenance planning, programming, execution, monitoring and evaluation
Location:
Monrovia, GTZ office at Ministry of Public Works and/or Ministries involved in the project
Duties:
- Assist in the development /set-up and implementation of a planning & Budgeting System within MPW, in co-operation with the GTZ project team
- Plan, manage and execute road inventory and road condition surveys in the field and process survey data
- Prepare road condition reports
- Prepare annual maintenance budgets
- Elaborate road works and maintenance contracts
- Prepare thematic maps in the context of road maintenance planning
- Train and instruct contractor and MoPW personnel in road maintenance, planning, contract preparation
- Prepare reports and documents to support road maintenance decision-making within MoPW
- Initiate and organize all necessary updates of the system at a later time
- Perform any other duties that may be assigned from time to time
Eductaion/Experience:
- Minimum . Civil Engineering or equivalent
- At least 2-3 years of field experience in the areas mentioned above
- Ability to lead small teams
Minimum Requirements:
- Knowledge of highway engineering and road maintenance
- Good background in data management
- Ability to use computer for the planning and analysis of data
- Familiarity with the Liberian road sector
Duration:
Six (6) months renewable
