Overview

The QED Group, under the SIMPLE monitoring and evaluation project with USAID/Egypt, is seeking to engage the services of a consultant specialized in M&E methodology to serve as member of an evaluation team to design and conduct a performance evaluation of gender and legal framework reform activities. The evaluation is expected to start in by July 2018 with an estimated level of effort of up to 60 work days, including approximately 45 work days in-country on a 6-day work week and approximately 10 days for a desk review of documentation before arrival and completion of the final report after departure.

Project Background

The USAID/Egypt Mission is conducting a mid-term performance evaluation of its Safe Cities Free from Violence against Women and Girls Activity. The evaluation will examine the effectiveness of interventions under Safe Cities, which include: policy and legal framework reform efforts; services for victims; and community awareness-raising. These interventions were implemented following a full-scale modification in September 2015, which expanded the scope of the activity from combatting public sexual harassment to a full scale intervention to combat all forms of violence against women and girls. The mid-term evaluation will only target the modification post September 2015.

The primary audience of the evaluation report will be USAID/Egypt, specifically USAID senior Mission management, the Office of Democracy and Governance (ODG), and the Program Office. Secondary audiences include the Government of Egypt’s National Council for Women, the Ministry of Social Solidarity, CARE Egypt and the United Nation Entity for Gender Empowerment, i.e. the activity’s implementing partner: UN Women. The mid-term evaluation will examine the activity implementation and recommend changes to improve the activity if needed, as well as to inform USAID Egypt about lessons learned from the current activity and recommend focus areas in terms of future programing, in particular inform the Civil Society and Human Rights Activity Appraisal Document (PAD) development process.

The Services to Improve Performance Management, Enhance Learning and Evaluation (SIMPLE) Project of the QED Group, LLC is seeking to engage the service of a consultant specialized in gender interventions to serve as a member of an evaluation team to design and undertake a mid-term evaluation of the Safe Cities Activity. The consultant will serve as team member reporting to the evaluation team leader and the locally-based SIMPLE Senior Evaluation Specialist or their designate. The consultant will collaborate in designing and refining the mixed methods performance evaluation tools, analysis of quantitative and qualitative data, ensure that sound methodological and quality assurance practices are applied, incorporate generally accepted evaluation best practices, and use the evaluation’s findings to construct a comprehensive report as per USAID guidance.

Responsibilities
• Conduct desk review and provide technical contributions to the team on the mixed methods to be used in the assessment.
• Review background documents, review of publicly available pertinent information on Egypt’s gender analysis and strategies to combat violence against women, as related to the objectives of this assessment
• Collaborate on the development and finalization of assessment documents including: work plan with methodologies, detailed explanation for the proposed methodology and time line along with data collection tools and methods, draft assessment report, final assessment report, midterm briefing presentation/report, final presentation and report.
• Conduct data collection activities as per the USAID approved data collection tools and work plan.
• Participate in the qualitative and quantitative analysis of all information/data collected within the USAID approved timeline..
• Contribute to the preparation and presentation of findings, conclusions and recommendations for debriefing relevant USAID Program Office.
• Contribute to the draft and final results report, expanded executive summary and, as appropriate, any statement of differences in response to comments from relevant USAID and key stakeholder reviewers.

Qualifications

• 4-5 years past experience in monitoring and evaluation of Democracy and Governance development activities focusing on gender issues;
• Demonstrated experience evaluating international donor-funded projects in the MENA region with experience in Egypt preferred
• Fluency in Arabic and English
• Extensive survey design and tool development experience
• Previous USAID experience preferred.
