Africare is a US-based NGO established in 1970, with projects in Nigeria since 1978. Africare currently has programs in 21 African countries, focusing on design and delivery of technical, training, service delivery and systems strengthening in the areas of health and HIV/AIDS, food security, natural resource management, water resource development, microenterprise development, civil society strengthening and good governance.

The Promoting Initiative for Malaria Eradication (PRIME)project in Nigeria is a multi-year project in six states in the Niger Delta region. PRIME contributes to rapid and sustained scale-up of malaria control interventions for high impact. Project activities focus on increasing prompt and effective treatment of malaria using ACTs, scale-up of parasitological diagnosis of malaria; health systems (including community) strengthening for malaria prevention, treatment and control. The project works with private sector health services providers to ensure proper management and utilization of malaria drugs, test kits, and other commodities.

The Community Based Support for Orphans and Vulnerable Children (CUBS) project is a five year USAID funded project being implemented in partnership with the Management Sciences for Health targeting orphans and vulnerable children in eleven states (Akwa Ibom, Bayelsa, Delta, Edo, Ekiti, Enugu, Gombe, Imo, Kebbi Sokoto, Taraba) with a holistic package of services consistent with national guidelines and focusing on the multi faceted needs of OVC. The project aims to provide long term support for coordination and scale‐up of HIV activities in support of OVC strategies by improving policy and legislation and channeling resources to communities, particularly those with disproportionate numbers of services and needs; mobilize and support community‐based responses which identify, locate and protect OVC and provide immediate and long-term therapeutic and socio-economic assistance to vulnerable households; address gender‐related issues in OVC programming particularly the vulnerability of the girl child, female headed households, and the burden of care that rest on females; document and disseminate successful innovative approaches, sustainable models, evidence‐based best practices and lessons learned, in addition to new tools and methodologies in HIV/AIDS OVC programming.

Under the supervision of the Project Director, the Logistics officer will be expected to provide hands on strategic guidance to the supply chain management to Africare Malaria Projects, Global Fund supported partners, health facilities and other stakeholders in the six south- South states (Akwa Ibom, Bayelsa, Cross River, Delta, Edo and Rivers States) and other locations.

Specific Responsibilities

1. Provide supply chain technical leadership in the implementation of the Malaria supply chain management in the selected states.
2. Liaise with the leadership of the State Ministry of Health in the selected states to build capacity of the relevant officials in supply chain activities
3. Work with to develop and review supply chain activities work plan in support of government and partners in the intervention states
4. Participate in supply chain assessment and other relevant studies to monitor implementation of the project
5. Collaborate with other Africare project staff in the states to support supply chain activities and relationship with state officials and other relevant stakeholders
6. Attend relevant supply chain meetings with the state and make presentations as required
7. Manage warehousing and distribution service providers that support the pilot to ensure efficient implementation of the terms of contracts and provide reports on performance
8. In collaboration with the Principal recipient conduct the forcasting and supply planning of health facilities requirements in the intervention states to ensure adequate stock availability
9. Review warehouse stock status reports and stock movement for reconciliation purpose and provide and provide feedback to the principal recipient
10. Send timely request on requirements of the warehouse hub in the states to the county office to ensure constant commodity availability in the health facilities supported under the project
11. Provide monthly feedback and reports to the country office on the activities in the to inform strategic direction in the expansion of the project
12. Coordinate and supervise the activities of the advisors working under him/her to ensure efficient use of available and limited resources
13. Serve as the link between implementing partners involved in the intervention state and warehouse and distribution service providers to troubleshoot and address supply chain issues that will impact the project
14. Contribute to the identification of best practices and success stories for Africare report, Contribute to routine monthly, quarterly and annual reports for submission to Principal recipients
15. Work with other staff to provide required technical assistance for activities and facilitate skill transfer to appropriate staff
16. Perform any other duties as assigned.

Skills and Qualifications:

Applicants for this position should possess the following minimum skills and qualifications:

• Degree in Medicine, pharmacy, public health, Nursing, laboratory science, logistics management or business administration
• Minimum 4 years professional experience in health programs, preferably in an international health care supply chain management environment,
• Strong preference for previous experience managing health supply chain contracts with third party service providers in warehousing and/or transportation
• Specific experience in malaria, HIV/AIDS or TB programs is highly desirable
• Ability to lead and manage a team is a plus
• Extensive knowledge of the Nigerian public health sector
• Strong analytical and problem solving skills
• Excellent technical writing and oral presentation skills
• Should be able to work well alone and as part of a team.
