Job Description

The Department

The Economic and Risk Analysis Department is responsible for theoretical and empirical work underpinning EBA’s output in key areas of responsibility. Under the leadership of the Director of the department are three units focusing on economic analysis, impact assessment, risk analysis, stress testing and ESG risk analysis. The department’s output includes development and maintenance of the EBA’s analytical infrastructure, coordination of the EBA stress-test exercises, preparation of analytical impact assessments on the EBA regulatory products, drafting of regular risk assessment reports and leading the EBA’s work in the area of ESG analysis and policy. The department also organises policy research seminars and workshops and manages the EBA’s Staff Paper Series (SPS).


Main purpose

As member of staff in the Economic and Risk Analysis Department, the Macro-financial Analysts will play a key role in strengthening the analytical underpinnings of the EBA’s work and in enhancing the economic and statistical quality and contents of key EBA products. Experience is particularly sought in macro-financial and banking sector analysis, in general theoretical and empirical analysis feeding into the EBA’s work (both regular and thematic), impact assessment and risk analysis as well as in contributing to the EBA’s regular publications and SPS.

Main responsibilities:

  • • Contribute to the assessment of risks in banks across the EU banking sector;
  • • Conduct high-quality analytical impact assessments of EBA regulations and standards, particularly as regards the wider economic impact;
  • • Carry out high-quality economic and econometric analysis for thematic reports (including for European Commission calls for advice);
  • • Produce forward-looking analysis suitable for risk assessment and scenario analysis;
  • • Contribute to initiatives related to stress testing, including climate stress test;
  • • Produce academic research in the areas of macro-financial linkages and banking that qualifies for publication in EBA staff paper series and in refereed journals.


Eligibility Criteria

To be considered eligible, candidates must satisfy all the criteria listed below, by the deadline for submitting applications.

General

  • • Be a national of one of the Member State of the European Union, or a national of the European Economic Area (Iceland, Liechtenstein, Norway);
  • • Be entitled to his/her full rights as a citizen;
  • • Have fulfilled any obligations imposed by the applicable laws on military service;
  • • Have a thorough knowledge of English and a satisfactory knowledge of another official language of the European Union;
  • • Have the appropriate character references as to his/her suitability for the performance of his/her duties;
  • • Be physically fit to perform the duties linked to the post.

Specific

To be eligible, a candidate must have a level of education, which corresponds to completed university studies of at least three years attested by a diploma.

Candidates must indicate in their applications the official duration of studies and the graduation dates for all the diplomas they have obtained.


Selection criteria

Applications will be assessed based on the Eligibility and Essential Selection Criteria specified in sections 1 and 2 of this vacancy notice. Candidates are required to clearly indicate in their CVs how they acquired the knowledge and experience allowing them to meet the selection criteria mentioned below, and give specific examples.


Essential selection criteria

In addition to the eligibility criteria above, the following essential selection criteria will be used. Please note that all essential criteria are mandatory, meaning that no application will be assessed further if a candidate obtains a zero score in any of them:

  • • A post-graduate degree in economics or finance, attested by a diploma;
  • • At least two years of relevant fulltime professional experience in one or more of the following fields: o banking and financial risk analysis
    • economic research/academia
    • private sector financial markets analysis;
  • • A proven analytical track record in one or more of the following areas:
    • macro-financial linkages
    • macroeconomics and banking
    • asset pricing/fair value assessment
    • risk analysis
    • stress testing;
  • • Proven experience in working with time-series and cross-section/panel data – please provide specific examples in your application;
  • • Proven experience in the use of statistical software packages (e.g. Matlab, Stata, SAS, Python, R or similar). Please provide specific examples on how you have used these software packages.
  • • Solid knowledge of empirical methods for the analysis of macroeconomic, banking and financial data – please provide specific examples in your application how you acquired this knowledge.


Advantageous criteria

Candidates who meet all of the essential selection criteria will be scored against the following advantageous criteria:

  • • Completed PhD studies attested by a diploma and/or a publication record in one of the following areas:
    • Empirical macroeconomics and time series analysis o Panel econometrics
    • Banking sector analysis
    • Macro-financial linkages
    • Asset pricing and fair value assessment
    • Corporate finance
    • Risk analysis
    • Stress testing
  • • Experience in working in research projects involving several persons – please specify the research project(s) and the number of people involved.

Supplementary criteria

In addition to the above, candidates are expected to fulfil the following competencies which may be assessed during interviews:

  • • An ambitious attitude and ability and willingness to produce work at the highest standard of excellence;
  • • Proven ability to apply technical skills to different research questions;
  • • The ability to manage own workload and work without close supervision;
  • • The ability to work and deliver to tight deadlines;
  • • Experience in working in teams;
  • • Very good communication skills;

Contract type, duration and starting date:

The successful candidate will be offered a contract agent fixed-term contract of three years with a probation period of nine months and the possibility of extension.

The estimated starting date is 1 September 2022.


Function group and grade:

The successful candidates shall be recruited as a contract agent in function group IV. The estimated monthly basic salary is from € 3,623.54.

Example: A contract agent with professional experience of less than 5 years (recruited in function group IV, grade 13, step 1), marital status - single, entitled to expatriation allowance earns an estimated monthly net salary of € 4,229.58.
