We have been shortlisted to tender for the, EC funded, Implementation of Budgeting and Salary Systems Reform project in Serbia & Montenegro. The overall objective is to increase fiscal translarency and achieve better informed decision making within the budgeting process in order to achieve more efficient allocation and use of governmental resources as well as to strengthen the capacity of the State administration in recruiting, maintaining and rewarding the skilled people needed for designing and implementing public policies.
The Specific purposes of the contract are as follows:
· Improve the Budgeting System · Develop the medium term horizon within the budgetary process and improving · Create linkages between different aspects of public finance and with strategic planning procedures · Assist further expansion of the Treasury Information System to better support budget processes within the MTBF · Expand current focus on salaries to all personnel costs within the budgeting process · Assure the implementation of the new salary system according to the law and the defined objectives · Improve transparency, internal equity and external competitiveness of the salary system
We are looking for a Macroeconomist for a period of 120 working days over a period of 18 months beginning in November 2006.
The successful candidate will have the following profile:
· Bachelor?s degree in Economics, Public Administration, Business Administration, Finance or other associated fields or 15 years of professional experience in the sector · Masters or higher degree in Economics or associated field would be an asset · Fluent in English · At least 7 but ideally 10 or more years of professional experience in macro-economic work related experience · Relevant consulting and training experience · Advisory experience in transition countries would be an asset · Proven knowledge and experience in macro-economic programming and modelling · Experience in advising governments on establishment of strategic planning and preparation of economic development strategies · Experience in budget reform would be an asset
