Job Description

The MIS advisor(s) will work with the Principal MIS Advisor, the Systems Strengthening team, country teams, field office staff and other appropriate staff to implement MIS solutions in individual countries as part of the overall system strengthening objectives for SCMS. MIS Advisor(s) will be responsible for helping develop a global MIS framework for applications that can be leveraged for all countries that are planning on implementing LMIS (Logistics Management Information Systems), WMS (Warehousing Management Systems), ERP (Enterprise Resource Planning systems), or other solutions as needed to support supply chain operations. The advisor(s) will create or help the country teams in development of statements of work, lead or participate in country specific MIS projects as a subject matter expert, supervise other MIS consultants as needed, manage end client expectations and vendor management as needed, while ensuring that industry standard processes and procedures are followed, deliverables are met and work is of high quality. The advisor(s) will be responsible for following a clearly defined Software Development Lifecycle (SDLC) and other industry standard processes/procedures on all relevant projects. The MIS Advisor will support the SCMS strategy for MIS technical assistance and s/he will work on initiatives that are not country specific such as identifying best practices, supporting the SCMS MIS TA intranet site and developing technical briefs. The MIS advisor works in collaboration with the Principal MIS Advisor and MIS team. In working on these tasks, the MIS Advisor(s) will be guided by the Project Director, Principal MIS Advisor or the Systems Strengthening Unit Manager.

SPECIFIC RESPONSIBILITIES

  1. Assist in the development of country MIS strategies that are consistent with the overarching national and SCMS objectives.
  2. In collaboration with the MIS advisors, country teams, and other appropriate staff, support the development of a comprehensive and global strategy and framework for MIS projects that are consistent with the overarching national and SCMS objectives.
  3. 3. Provide expert analysis and recommendations regarding MIS functionality and processes.
  4. Support creation and/or adaptation of tools for implementing/improving MIS solutions for supply chain management in the individual SCMS country programs.
  5. 5. Assist in developing in country MIS work plans and associated budgets and time lines for the activities.
  6. 6. Provide Project Management support on MIS projects and mentoring in Project Management to field office staff and clients as required
  7. Provide support and mentoring of field office MIS staff to meet the SCMS client needs.
  8. Provide technical assistance to SCMS country programs in strengthening the supply chains in countries as requested.
  9. Assist in evaluating the technical requirements and outputs for country programs.

10. Lead the development of training materials related to MIS technical assistance work as requested.

11. Lead or assist with Post Implementation Reviews (PIRs) for MIS projects

12. Direct, lead or assist with implementation of recommendations arising from PIRs including, where necessary remediation plans

13. Coordinate with SCMS staff to ascertain system requirements such as program functions, output requirements, input data acquisition and system techniques and controls.

14. Manage external MIS consultants to ensure the quality and completeness of technical work, including review of their technical reports.

15. Provide summary documents and reports on activities as required by Statements of Work.

16. Develop and/or oversee the development of documentation required under the policies and procedures for SCMS and the MIS Systems Strengthening Team.

17. Identify and document best practices and lesson learned and post on the SCMS intranet.

18. Other duties as assigned.

QUALIFICATIONS

  1. Master’s degree in management information systems, or a combination of education and relevant experience.
  2. Five or more years experience in MIS operations management.
  3. Five or more years experience strengthening management information systems in Africa, Asia or Latin America for development projects is desired.
  4. Five or more years experience implementing supply chain system solutions in several of the following business processes: procurement, finance, warehouse management, distribution, MRP/ERP, laboratory information management, or logistics.
  5. Expertise in WMS, LMIS, ERP, SDLC/CMM desired.
  6. Experience conducting technical training sessions for professionals.
  7. A proven ability to work as part of a team and to be self-managing.
  8. Proficiency in French, Spanish, and/or Portuguese desired.
  9. Experience with USAID funded projects is desired.
  10. Excellent written and oral communication skills.
  11. Effectiveness working with culturally and professionally diverse teams.

This position will require up to 60% international travel to locations that could include: Cote d’Ivoire, Rwanda, Guyana, Tanzania, Haiti, Botswana, Ethiopia, Zimbabwe, South Africa, Nigeria, Vietnam Mozambique, Namibia, Zambia, Uganda or other countries which SCMS may serve in the future. Salary will be commensurate with experience and salary history.
