Job Description
The Asian Infrastructure Investment Bank (AIIB) was created to help foster social and economic development, create wealth and improve infrastructure connectivity in Asia by investing in sustainable infrastructure and other productive sectors. As a new addition to the global multilateral development bank (MDB) family, AIIB works closely with other multilateral and bilateral institutions as well as the private sector to improve infrastructure by promoting regional cooperation and partnerships. AIIB has 103 members, including 21 prospective members, and has an authorized capital of USD100 billion, of which USD20 billion is paid in. AIIB is a triple A-rated institution.
Reporting to Director General, Facilities and Administration Services (FAS) Department, the position will supervise a team of high caliber professional staff for the Administrative & facilities management unit, to promote workplace enhancement, providing guidance and ensuring coordination between the two functions to make sure they support each other and provide an effective response to the Bank’s demands and staff needs.
Responsibilities:
- Design, supervise and implement an effective organizational structure to cover all key functions of office facility and space management, and administrative services.
- Supervise a diversified team of professional and support staff to enhance the efficiency of building facility and space planning and management, office relocation projects, logistics and administrative services, official travel, asset management, corporate insurance, conference and event facilitation, and staff hospitality management, etc.
- Develop and supervise the implementation of a business plan and budget for the division to ensure its responsive planning and effective execution while staying up to date on advanced technology and innovative methodology for facility maintenance and energy conservation, among other scopes.
- Optimize existing IT systems and develop new systems where appropriate to support the Bank’s digitalized operations in facility management and administrative services;
- Develop and strengthen working relationships internal and external stakeholders such as various host government agencies to implement the immunities and privileges granted to the Bank and staff members.
- Develop AIIB’s institutional carbon emission management plan and roadmap in consultation with other business units with a view to advancing the sustainability of AIIB’s institutional operations and meeting international standards and best practices.
- Implement the management and property maintenance plans for the Bank’s Headquarters in Beijing, its backup office in Tianjin, and any other alternative offices as required for Bank’s operations.
Requirements:
- Minimum 10 to 15 years of professional experience in public and/or business administration;
- Demonstrated knowledge and familiarity with the operations of a multilateral development organization.
- Proven leadership ability and skills in supervising a diversified team of professional and support staff charged with the delivery of high quality services;
- Profound understanding of host country administration systems; previous working experience in a similar organization is preferred;
- Excellent oral and written communication skills;
- Effective analytical, negotiation and troubleshooting skills;
- Proven track record of integrity and exposure to managing integrity issues with internal and external clients and service providers;
- Fluency in English (both oral and written) is required, fluency in Chinese is desirable, given the position’s role in liaising with the concerned host government agencies;
- Advanced university degree (Master’s degree or equivalent) in public administration, business administration or other relevant fields.
