Candidates should have senior level experience in one or more of the following technical areas:

Purpose of Position
You will play a key role in designing and delivering Palladium’s international development projects. You will be expected to play a role in our team’s business development and technical project management. You will also bring significant technical expertise and thought leadership to the team in one or more of the areas outlined above.

Primary responsibilities
Your primary responsibilities as a Manager, Governance and Accountability will be to support Palladium projects through providing business development support, technical project management inputs and technical expertise.

Business Development:

  • Support the strategic approach to business development through coordination of research on issues, countries, clients, partners and competitors and market intelligence gathering
  • Manage the development of new and maintenance of existing client relationships through interactions with clients at a technical level during the business development cycle
  • Manage the identification, assessment and pursuit of new business opportunities, contributing to the analysis of our prospects for winning opportunities
  • Manage the planning of pursuits and bids


Project Management:

  • Provide technical support to projects at all stages
  • For assigned portfolio projects, interface with clients and other project stakeholders to plan, implement, review and report on projects as needed and requested
  • Provide support to project work planning, budgeting, progress and financial reporting
  • Support Project Directors in the performance management of project teams


Providing Technical Input/Sector Expertise:

  • Provide technical input into the design, planning and delivery of projects
  • Provide short term inputs and/or consultancy assignments
  • Contribute to research, analysis and publication of technical studies, case studies, policy and programme approaches and results
  • Identify, build and maintain relationships with consultants and partners who can provide technical expertise
  • Work with the Director, Governance and Accountability to promote and build Palladium’s technical capability


Minimum education and experience required

  • Master’s degree in a relevant field
  • Minimum 8 years relevant work experience
  • Minimum 4 years government client project management and business development experience
  • Minimum 4 years of experience in working in a developing country or in a project based environment
  • Experience contributing to or managing at least 4 successful major bids


Key competencies and professional expertise required

  • Project Management training and experience
  • Strong technical writing skills
  • Ability to conceptualize and write a bid proposal or project report
  • Sound business development and client relationship management skills
  • Commercial acumen and the ability to interpret and analyse financial reports
  • Willingness to travel and work abroad in developing countries and elsewhere
  • Technical expertise and experience in governance and accountability, including one or more of:
    • Civil society engagement through grant making and capacity development
    • Empowerment, voice and accountability, including working with and through media and communications
    • Public sector reform, service delivery and decentralised accountability
    • Democratic governance reform, including legislative strengthening
    • Rule of law, policing, security and justice
    • Social development, gender, social inclusion,
    • State building in Fragile and Conflict Affected States (FCAS)
    • Political economy approaches, theories of change and Institutional strengthening
