Organizational Change Manager – Business Transformation Office

ICF is seeking an experienced Organizational Change Manager to join our Business Transformation Office (BTO) — a central team driving strategic corporate initiatives across the organization. In this role, you will partner with operational, technical, and functional leaders to deliver impactful change strategies that enable successful transformation. You will report directly to the Director and play a critical role in shaping how change is managed and embraced across ICF.

Key Responsibilities

  • Serve as a trusted advisor to initiative leadership, executive sponsors, and C-level steering committees.
  • Collaborate with the internal change management team and act as a key member of the Business Transformation team.
  • Champion the Change Management Community of Practice, fostering alignment across corporate and operational functions.
  • Design and execute stakeholder engagement strategies to drive awareness, understanding, and adoption of change initiatives.
  • Enhance and standardize change management methodologies, tools, and best practices.
  • Develop and implement communications and training strategies, including supporting materials and job aids for end users.
  • Partner with corporate communications and other teams to ensure timely and effective messaging of project milestones.

Required Qualifications:

  • Bachelor’s degree 
  • Minimum 5 years of experience applying change management principles, methodologies, and tools; (Ex: Prosci®) 
  • Minimum 5 years of experience collaborating with project teams and familiarity with project management principles
  • Minimum 3 years supporting technology initiatives and translating highly technical concepts into learning materials (e.g., job aids) for end users
  • Minimum 2 years of experience leading internal change teams and supervising direct reports 
  • Ability to write, edit, and quickly deliver high-quality communications on behalf of high-visibility leadership

Preferred Qualifications:

  • Experience managing change initiatives that impact people and organizational behaviors
  • Demonstrated experience to build and execute strategies and provide overall change management consultation and direction to the business and leadership
  • Strong executive presence and ability to navigate at all levels of an organization
  • Expertise in developing organization-wide communication strategies
  • Exceptional interpersonal skills and ability to build productive partnerships
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Forms, and Visio) 

Professional Skills:

  • Excellent verbal and written communication skills, including experience with developing and delivering presentations, editing, and proofreading
  • Ability to simplify complex and technical concepts into clear, actionable content
  • Adaptability to thrive in a fast-paced, sometimes ambiguous, work environment 

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$118,807.00 - $201,971.00
