Job Description

UNRWA, the largest United Nations programme in the Middle East, provides education, health care, relief and social services and micro-credit services to approximately 4.2 million registered Palestine refugees in Jordan, Lebanon, the Syrian Arab Republic, the West Bank, and the Gaza Strip. UNRWA is seeking to employ a qualified candidate as:

Manager, Provident Fund Secretariat, P-4, HQ/Amman Ref.: VN/M/18/2007

Under the overall guidance of the Comptroller, HQ(Gaza) andin accordance with Agency policy and procedures, the incumbent will coordinate and manage the Provident Fund Secretariat and will provide advice on investment strategy and performance. In addition the incumbent will be in charge of managing the liabilities aspect of the Fund and will be required to specifically performs the following duties:

A) Performs investment analysis and studies related to Provident Fund current and potential investments; reviews and evaluates the proposals prepared by the Fund Managers of consultants;
B) Assists the Comptroller in providing operational and strategic analysis and advice on the provident Fund asset allocation and on the performance of investments to the Provident Fund committee (PFC) and Investment Advisory Committee (IAC);
C) Keeps abreast of developments in the financial markets, through close contact with the representatives of the financial community, and uses this information for the benefit of the provident Fund; identifies and evaluates new investment opportunities for the Fund for the review by the IAC;
D) Identifies and carries out researches on potential new Fund Manager; maintains and develops formal manager research documentation;
E) Prepares the materials to be presented at the IAC and the PFC meetings and provides secretarial assistance thereto;
F) Supervises the financial functions of the PFS which include accounting, payments, compliance and financial analysis of the Provident Fund Secretariat; manages the policy changes related to the Provident Fund features and to the Humanitarian Repayable Withdrawals scheme;
G) Develops recommendations for potential changes to the manager mix, including hiring or firing fund managers; assessing how the change will impact the portfolio;
H) Liaises with and monitors the work of the Global Custodian and the Investment Fund Managers, ensuring adherence to guidelines, achievement of performance standards, accuracy and completeness in reporting;
I) Co-ordinates with Treasurer, Chief Accounts Division, The Legal Adviser and Director of Human Resources issues of mutual concerns;
J) Develops relationship with staff members; representatives; helps them to better understand investment terms and proposals; oversees the Provident Fund educational and training functions;
K) Assists in finalizing the investment management agreements;
L) Manages the preparation and publication of the Provident Fund annual financial statements in accordance with the applicable standards, regulations and rules; coordinates with the internal and external auditors on the same;

QUALIFICATIONS, EXPERIENCE & COMPETENCIES:

A) Advanced university degree in finance, business administration, banking/investment or related subject; B) Membership of internationally recognized professional institution specially CFA or CPA; C) Eight years experience of investment/pension fund activity at a senior level of which 4 years should be at supervisory level in a large governmental, international or commercial organization; D) Excellent command of written and spoken English is essential.

A) Ability to use various computer applications; B) Excellent analytical skills; C) Ability to cope with multiple tasks effectively; D) Excellent inter personal skills, including ability to operate effectively across organizational boundaries and in multiple locations; E) Ability to take Initiative and maintain cordial relationship with all concern.

DESIRABLE QUALIFICATIONS:

A) Knowledge of Agency’s procedures, rules and regulations.

ADDITIONAL INFORMATION: The incumbent will be required to travel in and outside UNRWA’s area of operations.

CONDITIONS OF SERVICE & HOW TO APPLY:

UNRWA offers an attractive compensation package including gross annual salary starting at $85,974 ($66,401 net tax free with dependants, $61,834 single) plus 29.7% (subject to change) post adjustment. Other fringe benefits could include, education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. Initial contract is for 1 year, which is also considered as probationary period and extendable for further periods depending on the performance of the incumbent.
