The advisors and experts consult and assist decision-makers within Saudi Authorities and Ministries in elaboration of essential sectoral and regional strategy planning, technical and organisational concept planning, implementation of policies, assistance to daily work and preparation of reports to all-important topics.

For almost 30 years GIZ renders advisory services to the Saudi Ports Authority –SEAPA (www.ports.gov.sa) in the fields of strategy, port management and technical issues. To strengthen the existing team of high-qualified international experts GIZ International Services is looking for a Marine Operations and Maintenance Expert (m/f). The expert will have the chance to contribute directly to the development of the ports sector of the Kingdom of Saudi Arabia.

Your tasks

The Marine Port Operations and Maintenance Expert (m/f) will provide strategic in-house advisory services on marine operations, vessels technology issues, and international port directives for the Authority’s leadership, based on the international expertise of GIZ as German governmental institution.

In particular, the expert will be responsible for the below mentioned tasks:

  • Operation and employment of marine craft and equipment in the port including performance control and optimisation
  • Development and implementation of computerised monitoring and reporting system for marine craft operation, maintenance, surveys and spare part ordering
  • Planning and execution of maintenance and lifetime extension of marine assets
  • Technical inspections and surveys of floating equipment and port state control on vessels
  • Preparation of guidelines for efficient, economic and safe marine and craft operations in the port
  • Annual budget planning and allocation as well as cost/benefit analysis of port marine services
  • Training of Saudi Nationals on harbour craft operation, maintenance and safety
  • Advise management on technical conditions of harbour craft, equipment and marine installations, and on all marine aspects of operation and maintenance of the assets
  • Preparation and supervision of tenders, technical specifications and contracts for the procurement of new marine assets and vessels
  • Advise on international updates regarding maritime rules and regulations, SOLAS, IMO, MARPOL and classification
  • Implementation of quality management systems for marine services, floating craft operation and maintenance performance
  • Development of in-depth knowledge as public agency advisor through long-term, full-time cooperation with the Authority
Your profile
  • Marine Engineer (Msc) / Chief Engineer certificate / Master’s Degree in ship operation, technology and design
  • Preferably twelve years of worldwide experience as Marine Engineer on board of vessels including marine operation, repair and maintenance, procurement and quality assurance management
  • Preferably eight years of experience as Manager of marine department (e.g. Fleet Manager, Repair Shipyard Manager) or in a leading position in the ship management industry
  • Preferably three years of managerial experience in planning, execution, supervision of marine craft newbuilding, repair and refurbishment of vessels
  • Preferably three years of experience in maintenance and docking planning and execution for all types of port marine crafts
  • Proven track record in budget planning and allocation, spare part, material management and administration
  • Excellent communication skills in English; Arabic would be an asset
  • State of the art computer skills
  • Excellent reporting, presentation and team working skills
  • Strong Intercultural experience and competence to work and live in Saudi Arabia.
Assignment period

The assignment should start as soon as possible. Duration will be 12 months with a very high possibility for multiannual extensions.
