PRIMARY RESPONSIBILITES
The MNCH &FP Advisor will provide overall MNCH & FP technical leadership in the implementation of the five-year Integrated Family Health (IFH) Project in Benin. The purpose of the Integrated Family Health Project is to improve the health of Beninese families through delivery of high quality integrated family health services (e.g., maternal, newborn, child, and reproductive health and family planning), strengthening of the public and private sector to deliver these services and by creating demand for high quality services.
S/he will provide oversight of the project MNCH & FP interventions to ensure enhanced service delivery and quality within targeted project sites. The MNCH &FP Advisor will work in close collaboration with Ministry of Health counterparts to support capacity building efforts through the project sites, ensure implementation, documentation and dissemination of evidence-based MNCH/FP practices. S/he will report to the Chief of Party. S/he will collaborate closely with US-based technical staff from the IntraHealth Chapel Hill office.
Local candidates strongly preferred, but may consider TCN candidates as well.
ESSENTIAL FUNCTIONS
- Provide leadership at all levels of the health system, from central to community, in the design of service delivery models/systems to accelerate MNCH and FP/RH service expansion and to ensure technical quality of care. Ensure that models/systems are evidence-based.
- Provide capacity building to local partners as required, including assistance to the Ministry of Health and relevant stakeholders engaged in policy or health sector reform on MNCH & FP service issues.
- Collaborate with monitoring and evaluation staff and colleagues to ensure effective data capture and use for decision making.
- Develop, review, and disseminate guidelines, standards of practice, protocols, training curricula and other tools (e.g., supervision tools) to improve quality in clinical and non-clinical settings.
- Participate in development, preparation, and dissemination/publication of technical papers, documents, and materials.
EDUCATION/EXPERIENCE REQUIREMENTS
- Advanced degree in Public Health, clinical degree preferred (nursing, medicine, midwifery).
- 8 years of experience in MNCH and FP/RH services in a technical capacity.
- Experience in building capacity in training and supervision.
- Technical expertise in several components of integrated MNCH/FP, quality assurance, and other selected services through government, NGO or private commercial channels, including clinical and non-clinical services.
- Demonstrated capacity to oversee development of work plans and report preparation for donor funded programs, preferably USG.
- Knowledge of Benin health system and indicators.
- Excellent written and oral communication skills in English and French, and must be able to communicate and coordinate effectively with other donors and project partners.
- Local candidates strongly preferred, but may consider TCN candidates as well.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
- Willingness and ability to travel and to work independently with all stakeholders
- Willingness to accept additional responsibilities
- Willingness to work overtime as required
- Minimum noise levels in an office environment
- Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
- Requires lifting of 0-25 lbs occasionally or as needed
