Background: The National Malaria Control Programme (NMCP) is located in the Ministry of Health, Directorate of Preventative Health Services along with other disease control programs. The NMCP has the overall responsibility of planning, implementation, reporting, and monitoring of malaria activities to ensure malaria program objectives are achieved. The National Malaria Control Programme (NMCP) has the overall goal of reducing morbidity and mortality due to malaria.
Purpose: The purpose of this position is to build vector control capcacity in the NMCP through provision of expertise in the management of an IVM strategy for South Sudan through strengthening the capacity for evidence based planning and implementation. This entails reviewing and updating technical guidelines on all aspects of vector control including LLIN distribution, IRS, LSM, and personal protection based on the relevant global and regional generic documents. Entomological surveillance, vector mapping, and insecticide resistance monitoring will also be key elements. The incumbent will also provide any other needed support on vector control issues.
This position of consultant medical entomologist will be based in the National Malaria Control Program. The incumbent will directly report to the program manager and is accountable to the Ministry of Health.
Specific Tasks:
Provide support to the NMCP in rolling out Malaria vector control interventions.
Work closely with the NMCP Vector Control Officer to provide guidance for selection and establishment of representative sentinel sites for entomological surveillance.
Support the creation of the minimum required entomological capacity (basic field labs) in all the sentinel sites.
Support the program to develop training guidelines for entomological surveillance in line with WHO standard guidelines for training on entomological suerveillance.
Support the training for vector control officers and other staff involved in vector control on the following:
Entomological surveillance
Basic concepts on control of vector borne diseases.
Field entomology work including mosquito identification and collection, preservation and transportation, maintenance of field insectaries, conducting bioassays, conducting vector susceptibility and insecticide resistance monitoring.
Proper implementation of vector control intervensions (IRS, LLINs, LSM)
Provide support to ensure a robust Entomological surveillance system in the selected sentinel sites through ensuring routine timely and complete data collection, creating and regularly updating a data base for entomological surveillance.
Strengthen the vector control monitoring and evaluation capacity through training on monitoring and evaluation activities, faciliting the procurement of the required supplies, and development of formats in line with the WHO guidelines.
Build the capacity for supportive supervision of vector control, particularly IRS.
Support the vector control officers in consolidating and analyzing reports & data received from the partners and States on monthly and annual basis, and ensuring corrective actions based on analyses of reports.
Ensure, at all times, involvement of the national vector control officers in all entomological surveillance activities and implementation of other vector control activities to support build the national capacity on Vector Control.
Support the establishment of the entomological laboratory in the National Reference Lab.
Support NMCP to put in place appropriate policies, strategies, operational guidelines, and tools for integrated vector management with focus on malaria and in line with the WHO standards.
Support MOH to undertake a comprehensive situation analysis to determine the current vector control capabilities, any gaps, and establish the needs to be addressed.
Support the NMCP to Establish a functional multi-disciplinary coordination mechanism for integrated vector management and advocate for vector control interventions among key stakeholders.
Suppor the proper functioning of the vector control subcommittee, ensuring its meetings are held monthly, proceedings recorded, and follow-up actions carried out.
Qualifications and Experience:
Postgraduate qualification in medical entomology or other related field of vector control from a recognized university.
At least 5 years’ experience in the management of malaria vector control at national and international level.
Proven skills in training and human resource development in vector control
Highly effective management skills to assure timly, well-coordinated implementation.
Field experience on malaria vector surveillance and Monitoring & Evaluation.
Person should have skills in operation of computer and various software programs.
Should be proactive, willing to extensive travel and field visits; hands on job person.
PhD is an added advantage.
