Medior or Senior Data Science Advisor – M&E for Social Impact

Job Description

Responsibilities

We seek a (senior) advisor to strengthen our team on evaluations, monitoring systems, mid-term reviews and learning trajectories. As an advisor you are expected to take the intellectual lead and be the responsible person for the implementation of assignments. Simultaneously, and in addition to developing suitable methodological assistance to the projects, you must provide technical solutions to improve data collection, processing, analysis and visualizations. We often work in project teams, which means that sharing knowledge and expertise, as well as creating opportunities for team participation is important. This vacancy requires a strong technical orientation and at least three years of working experience to be considered for an advisor position and seven to ten years for a senior position.

Required:

· Scientific programming proficiency in Stata, R and/or Python

· Data science expertise, including, for example, Supervised Machine Learning Models (Classifiers), Unsupervised Machine Learning Models (PCA, Clustering)

· Knowledge and experience of (quasi-)experimental design for impact evaluations

· Experience with working with APIs

· Experience in impact evaluation, including a sound understanding of quantitative evaluation methods

· Experience with large data sets

· Good working knowledge of Stata (do-files, local macros, user ado-files)

· Knowledge of econometric techniques (parametric and non-parametric tests, linear regressions, difference-in-difference, propensity score matching)

· Knowledge of database structures and organization of data (data dictionaries, indexing, unique identifiers)

· Good communication and inter-personal skills with team members and external clients

· Fieldwork experience in (a) developing country(s) with ability to travel for short missions on a semi-regular basis

· Project management skills, including budgeting and financial control (if applying for a senior position)

· Fluency in English

Desired but not required:

· Experience in developing and implementing project M&E systems, policy and project evaluation, and evidence-based program advice/design

· Dutch and international network for project acquisition

· Thematic background in agriculture, nutrition, finance or other development themes relevant to sustainable economic development

· Experience in writing reports and communicating findings in accessible language and readable style

· Experience in qualitative research (designing qualitative methodologies, conducting qualitative research)

· Experience with ODK

· Experience with NLP

· Professional proficiency in French

· Working knowledge of Portuguese, or Spanish

· Ability to work in the EU

Additional information

The initial appointment is for one year, 32 to 40 hours/week, subject to renewal. KIT values a diverse and international workforce. The applicant will join an international team working in a multidisciplinary unit of 36 advisors. The main fields of work of the unit are Monitoring, Evaluation and Learning (MEL), Inclusive Food Systems, Responsible Agribusiness, and Gender.

We offer

The salary, based on age, qualifications and experience for a medior advisor, is between €3.266, - (scale 10-3) and €4.762, - (scale 11-7) gross per month for a 40-hour working week. For a senior advisor the salary, based on age, qualifications and experience, is between €4.626, - (scale 12-0) and €5.561, - (scale 12-7) gross per month for a 38-hour working week.

In addition, there is an 8% holiday allowance, admission to the KIT pension fund (ABP) and opportunities for training and personal development.
