Project/Proposal Summary:

The USAID Tatweer project (development in Arabic) provides comprehensive assistance to Iraqi ministries and offices delivering services to the Iraqi people. Tatweer helps the government of Iraq rebuild its civil service as part of a general U.S. commitment to a strong, independent Iraqi government providing its people with food, medicine, power and a better future. Tatweer seeks applications for qualified candidates to fill the position of Metrology Advisor. The position is located in Baghdad, Iraq. It is short term assignment.

Background:

Tatweer is working with the Iraqi Ministry of Planning (MoP) on developing the capacity of the Central Organization for Standardization and Quality Control (COSQC). This organization is responsible for setting standards for all economic sectors, metrology, testing procedures and quality control/ assurance certification program. The objective of this consultancy is to assist the COSQC in evaluation of requirements for their metrology department, including equipment and training. The Advisor is to conduct training courses in the field of metrology, uncertainty of measurement and related laboratory calibration. The Advisor will also assist COSQC in obtaining accreditation by International Accreditation agencies. .

Scope of Work:

In order to accomplish the above objective, the Advisor will carry out the following scope of work.

1. 1. Evaluate and analyze current status of COSQC’s metrology department.

1. 2. Conduct training courses in the fields of metrology, uncertainty of measurement, the uncertainty of measurement, the international standards ISO/IEC 17025, technical competency of testing & calibration laboratories, quality management systems and other quality management areas.

1. 3. Consultation and technical support to assist in COSQC laboratories obtain international accreditation including auditing and gap analysis.

4. Project management, support and consultations for establishing new or upgrading existing testing and calibration laboratories infrastructures according to international standards and the local and regional requirements

1. 5. Participation in establishing new standards and regulations and metrology systems according to international requirements and TBT/WTO agreements

1. 6. Assist COSQC to become a member of the Arabic Union of Metrology and Calibration and other international organizations as appropriate

Qualifications:

The Advisor should have the following qualifications and experience:

• Degree in engineering
• Experience in leading organizations in the reform and development process;
• Experience in a national standards institute preferably as a manager of a department in such an organization
• Expert in quality assurance standards and tools;
• Expert in the life cycle of establishing a national standard;
• Working knowledge of the international standards published by the International Organization for Standardization (ISO), IEC, International Electrotechnical Commission, ITU, International Telecommunications Union, Other International standardizing bodies, and The World Trade Organization (WTO)
• Fluency in English
• Arabic helpful but not required

Level of Effort:

Flexible: based on Advisor’s availability from 24 work days (4 weeks) to 45 work days (6.5 weeks).

Note: Work days in Iraq are 6 days a week.
