Position Summary

The Ministry of Health (MOH) Advisor will provide technical expertise in Public Health Coordination to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).

The MOH Advisor will report to the Deputy Chief of Party, and will be expected to coordinate with all project components and the home office.

This position is based in Kyiv, Ukraine. The project offers a hybrid working arrangement where staff can elect to work-from-home when in person attendance is not required by project needs. HRS offers a competitive salary and benefits package for its employees.

Tasks and Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Collaborate with international organizations and key stakeholders;
  • Develop close working relationship with national and local partners;
  • Coordinate the analysis of public health related data;
  • Provide organizational support for public health reform implementation;
  • Develop the recommendations for building the public health system;
  • Develop the proposals for COVID-19 response activities;
  • Draft the regulatory and procedural documents (policies and guidelines) for stakeholders of different levels;
  • Provide recommendations for the role and functions of the regional public health centers;
  • Support the functioning of the MOH working group in public health (technical assistance and coordination);
  • Assist in the public health-related policy making and the modern approaches introduction at regional and national levels;
  • Respond proactively to requests by USAID health reform support;
  • Provide other services upon common agreement.

Requirements and Qualifications

  • Bachelor’s Degree or higher in Public Health, Epidemiology, or relevant field;
  • Minimum of 7 years of relevant work experience with 5 of those years managing technical assistance areas in public health, emergency preparedness and response, and health policy.
  • Demonstrate experience managing and building capacity of government stakeholder and entities in Ukraine.
  • Experience building and maintaining partnership and relationship with the Ukrainian government and relevant stakeholders.
  • Excellent facilitation, verbal and oral communication skills with high level government officials
  • Experience working with USAID or other donors is preferred;
  • Strong reputation for discretion and professional conduct;
  • Demonstrated analytical and organizational skills and ability to multitask, adapting to frequently changing priorities;
  • Fluency in Ukrainian, both written and spoken; and advanced working proficiency in written and spoken English.
