Job Description:
Apprio is seeking an experienced Mobile Data Senior Advisor support our contract with USAID. The Mobile Data Advisor is a major contributor to the Center for Digital Development (LAB/CDD), supporting efforts across the agency’s work in digital and mobile solutions. The Advisor will work within the Digital Finance work stream, which aims to work across the agency in order to promote the use of technology solutions that support USAID missions and USAID’s vision or self-reliance. The Advisor will develop and oversee digital programs including projects and activities that are managed from within LAB/CDD and coordinate with those that are managed by Missions, Bureaus, and Offices where LAB/CDD provides technical assistance and support. The Advisor also contributes to the broader digital objectives of the Lab.
Responsibilities:
Program Management and Guidance
- Work with Mission and Bureau staff and implementing partners to successfully incorporate digital solutions into programs agency-wide including identifying and facilitating the use of appropriate implementing mechanisms that best meet program needs, managing field support for digital programs, and evaluating their implementation with regards to stated objectives.
- Proactively provide expert guidance and resolve complex problems that arise during the design and implementation of digital solutions activities and programs.
- Initiate contact and manage requests by USAID staff and implementing partners for information and technical support regarding digital solutions, particularly those within the digital finance discipline.
- Prepare and disseminate digital finance resources targeted to both internal and external audiences, in conjunction with LAB/CDD Communications staff and Legislative and Public Affairs (LPA) where appropriate. These include materials for communications, training, support, and reporting.
- Organize and coordinate conferences, trainings, and other means of promoting, creating knowledge, and building skills to elevate digital development.
- Serve as the subject matter expert for USAID.
- Track programs and provide regular updates to Office and Bureau directors.
Program and Policy Development
- Research and analyze digital development tools and approaches within the Agency and the broader international development community. This includes conducting research on relevant products and developing and maintaining vendor and product profiles.
Meet regularly with Agency staff and partners to develop a deep understanding of their needs, interests, and experiences with digital finance solutions.
- Participate in decisions to fund applied research about digital finance and other digital solutions and to test new technologies and processes.
- Incorporate findings from research and analysis into program and policy development.
- Identify and design new ways to leverage existing technologies and processes to further USAID development objectives including facilitating best practices for evidenced-based decision-making.
- Convene and participate in working groups with internal and external stakeholders to address issues with digital technology standards and processes both internally and within the wider international development community.
- Offer guidance on technology standards and process improvements at USAID and in the international development community.
Digital Development Tools and Approaches
- Advise on the implementation of Mission, Bureau and Agency-wide digital solutions.
- Work with vendors to improve digital solutions to better meet Agency needs.
- Offer input into the annual planning processes. This includes giving detailed responses for budget requests and representing the team in internal and external meetings.
- Advise on the recruitment of staff including but not limited to direct hires, contractors, consultants, and interns. S/he will offer guidance and mentorship to team members and also perform annual evaluations of direct reports.
Educational Requirement: Bachelor’s degree in International Affairs, Economics, Public Policy, Business or related field.
Certification Preferred: N/A
Required Experience: 5+ years of experience international development or the private sector.
Requirement Knowledge:
- Expertise working with mobile and/or digital financial services and digital solutions preferably in international development.
- Expertise in the evaluation, development, and integration of digital solutions, preferably in customer relationship management (CRM), business intelligence (BI), or data analytics and visualization. Software product or project management experience highly desirable.
Ability to plan, organize, and implement programs, projects, and activates involving substantial agency resources, or that require extensive changes in established procedures.
- Excellent written and oral communication skills including preparing communications materials, training and support resources, presentations, and reports for diverse audiences ranging from beneficiaries in developing countries to executive-level decision-makers.
- Proven track record leading cross-functional teams across sectors and geographic regions.
Preferred Knowledge
- Experience with software product or project management experience, preferably working with mobile or information and communication technologies.
