IBTCI is seeking a Monitoring and Data Collection Specialist to serve under a long-term USAID/Malawi’s Learn to Perform (L2P) Monitoring, Evaluation, Collaborating, Learning, and Adapting Platform, activity in Malawi. The position will be located in Malawi and is contingent upon award.

Job Title: Monitoring and Data Collection Specialist

Department/Location: Lilongwe, Malwai

Reports To: Chief of Party or other personnel as designated

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • In collaboration with other team members, provide guidance and support in the identification, design, refinement, and implementation of qualitative studies, surveys, analyses, and the like
  • Provide guidance in making use of data that has been collected and/or provided by other entities
  • Design the sampling frame and draw the sample for qualitative and quantitative surveys as needed
  • Provide quality assurance for the data collection; including reviewing data cleaning and syntax along with conducting spot checks of survey data
  • Assist with the design of indicators and development of the AMELP and PIRS.
  • Assist with development of TOC and Log Frame/Results Framework
  • Conduct internal Data Quality Assessments for L2P and its partners
  • Conduct internal monitoring and verification of partner numbers
  • Analyze all collected data and prepare findings, including calculating indexes and developing any useful charts and graphs
  • Provide direction and guidance to any organization contracted to conduct field data collections and analyses, including but not limited to surveys, interviews, observations, M&E datasets, and the like.
  • Develop data collection and survey instruments/questionnaires
  • Prepare, refine, and deliver reports and presentations
  • Other duties as assigned

Qualifications:

Minimum Requirements:

  • At least 8 years of experience designing, conducting, and implementing qualitative studies in developing countries, including participation in evaluations and/or assessments
  • Demonstrated ability in collecting and monitoring indicator data and conducting field implementation monitoring
  • Extensive experience with a diverse range of qualitative inquiry and analysis methods
  • Extensive experience designing and conducting qualitative studies and integrating qualitative findings with quantitative survey data
  • Strong communication and interpersonal skills required
  • Works effectively with stakeholders in order to achieve common goals
  • Excellent oral and written communication skills in English required

Education: Bachelor’s degree in International Development, Economics, Evaluation, Statistics or related fields required. Master’s degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Knowledge of USAID programming strategies, field work, procedures and organizational culture
  • Strong knowledge of qualitative and quantitative evaluation approaches
  • Demonstrated professional knowledge of data processing software, such as SPSS
  • M&E training/capacity building experience.
  • Experience working on USAID-funded projects.
  • Experience facilitating and coordinating workshops is desirable.
  • Significant experience in similar positions in Malawi.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required.
