DUTIES & RESPONSIBILITIES:
Monitoring and Evaluation (M&E) Specialist is responsible for implementing program assessment and evaluation, related to Higher Education initiatives in Indonesia and Southeast Asia, and other projects and special initiatives in the region as assigned. The Monitoring and Evaluation Specialist will function as a member of the project team for the development and delivery of capacity training for partner institutions, will collaborate with the Project Director and the Country Director in the development and implementation of the MEL/CLA plan, and will support the program assessment and evaluation of outcomes to measure the impact of programs and activities.
The Monitoring and Evaluation Specialist will collaborate with the project leadership team in research design and planning, and will execute data collection, data summarization and reporting for both qualitative and quantitative data. Duties will include conducting literature reviews and research; acquisition and examination of documents; conducting field observation and focus groups; and providing local implementation and oversight for data collection and monitoring functions.
The Monitoring and Evaluation Specialist will report to Country Director in Jakarta, Indonesia. The program is expected to last for 5 years and is based in Jakarta Indonesia. The position will be contingent upon sponsor approval and funding.
SCHEDULE: Monday - Friday 8:00AM - 5:00PM
PLACE OF WORK: This position is based in Jakarta, Indonesia. The office of Arizona State University is in Jakarta, Indonesia. The Monitoring and Evaluation Specialist is expected to travel within Indonesia and abroad on occasion to meetings as may be required and/or as instructed by the Country Director.
ESSENTIAL DUTIES:
Essential duties include, but are not limited to:
· Gather assessment data from a variety of sources; conduct subject interviews, focus groups, in-country surveys, field observations and document review, etc.
· Provide implementation and oversight for local data collection and monitoring functions.
· “Clean”, summarize, analyze, and report assessment data effectively.
· Effectively utilize technical tools for data analysis and reporting (Excel. Qualtrics, etc)
· Conduct literature reviews, research, and analysis.
· Collect and report qualitative and quantitative data and assist in the teaching of others about these tasks.
· Correspond and meet face-to-face with institutional partners as assigned, collaborating with QA staff in partner institutions, keeping assessment systems running smoothly, keeping records up to date, maintaining quality of data and processes, and ensuring positive relationships with partners.
· Meet data collection and reporting deadlines.
· Maintain updated project management status and tracking using web based tools (ie Smartsheet).
· Travel to project sites or meetings if assigned.
· Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.
· Collaborate with project teams in the development and implementation monitor evaluation and program assessment plans and tools.
· Provide local support to project partners in submission of data and reporting materials.
· Participating in other duties as assigned by supervisor.
Minimum Qualifications
· Fluency in English and Indonesian, both written and verbal
· Master’s degree in Business or closely related field and 6 years of related experience; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
Desired Qualifications
· Previous experience working with research design and planning; USAID or similar development projects preferred
· Experience with data collection, data summarization and reporting for both qualitative and quantitative data
· Excellent communication, interpersonal and presentation skills
· Developing and maintaining professional relationships

· Regular use of standard office equipment including, but not limited to: computer workstation/laptop (keyboard, monitor, mouse), printer, fax, calculator, copier, telephone and associated computer/technology peripherals.
· Regular review of completed tasks for achievement of established objectives.
