Job Description: Monitoring and Evaluation specialist, Dhaka, Bangladesh
We seek to engage a qualified Monitoring, Evaluation and Learning ( MEL) Manager based in Dhaka, Bangladesh to lead Monitoring, Evaluation, and Learning related functions. The project is expected to be administered for five years, and the contract period will be co-terminus to the project duration.
Key Roles and Responsibilities:
Development of project MEL Plan, Indicators, learning goals, including comprehensive project indicators for the project span envisaged.
Establish a project performance monitoring database capturing MEL Plan, indicators, and performance accomplishments.
Plan and execute data collection for all relevant activities, duly designing data collection tools, schedules, analysis methods with quantitative and qualitative analytics.
Develop baseline analysis and plan and execute milestone-based performance results, oversee, and lead quantitative data collection process periodically.
Contribute to quarterly or other periodic strategy reviews, develop progress reports for the investor based on the indicators, developed an activity plan reports designed.
Monitor the project’s overall learning agenda, develop reports including lessons learned and best practices adopted as part of the program evaluation process.
Design and execute secure database of the project in active collaboration with the project management team.Qualifications preferred:
Master’s degree or Ph.D. in development economics, sociology, statistics, or a related field.
Minimum of ten years of exposure in M&E function, preferably with a large donor-funded project. Experience with USAID funded programs highly preferred.
Familiarity with the development of M&E frameworks, data collection approaches and reporting experience is essential.
Proficiency in Microsoft Office tools, Project management tools will be necessary.
Demonstrated leadership skills and ability to work in collective teams as well as independently is essential.
While the position will be based in Dhaka, the tasks may involve field visits across the country to monitor field-based execution and some limited international travel.
The position will report to the Associate Project Director/Project Director.
Since the position is based in Dhaka, Bangladesh nationals based in Bangladesh may apply. Bangladeshi nationals employed outside but preferring to re-locate to Dhaka may also apply.
