VSO is recruiting a national volunteer to be embedded with implementing partners across Visayas region. The volunteer will work closely with the project’s Monitoring, Evaluation, Research, and Learning (MERL) Coordinator to support the generation of evidence and learning related to the implementation of Women, Peace, and Security (WPS) localization actions.

The women, peace and security (WPS) agenda, initiated by UN Security Resolution 1325, recognizes that women must be critical actors in all efforts to achieve sustainable peace and security. The National Action Plan on Women, Peace and Security (NAPWPS, 2023-2033) serves as the response of the Philippines to the WPS agenda and aims to ensure the protection of the rights of women in areas affected by conflict.

The Gendered Actions on Peace, Advocacy and Community Transformation (G-PACT) project seeks to implement the WPS agenda through reinforced capacities and participation of CSOs, WROs and Community Based Organizations (CBOs) in Mindanao, Luzon and Visayas throughout the WPS policy process.

Working with the project’s MERL coordinator, the volunteers will support partners to generate evidence and learning about the implementation of WPS localization actions in Mindanao, Luzon and Visayas

VSO is recruiting three national volunteers to be based with implementing partners in region of Mindanao, Luzon and Visayas (one volunteer in each region).

Level 2: This post will have direct access or contact with children either or will have responsibility for the day-to-day management of those with direct access to children. A criminal background check (Enhance DBS check for UK or equivalent Police check) will be obtained for post holder at this level prior to their start date.

Project Background and Contextual Information

The Philippines has a long history of conflict and instability, driven by political, socio-economic and climate-related grievances. The Women Peace and Security (WPS) agenda promotes women’s equal and meaningful participation in peace-building and security. This project supports the nationwide implementation of the WPS agenda through reinforced capacities and participation of CSOs and local community organisations/associations throughout the WPS policy process. The National Action Plan on Women, Peace and Security (NAPWPS) in the Philippines was launched in 2023. The NAPWPS is a 10-year plan (2023-2033) and is the Philippine government’s roadmap for advancing the WPS agenda. The NAPWPS consists of 4 pillars (participation, protection, prevention and relief and recovery) and 26 action points, and is aligned with various policy instruments including United Nations Security Council Resolution (UNSCR) 1325, the Magna Carta of Women, and the Joint Memorandum Circular 2014-01 between the OPAPRU and the Philippine Commission on Women (PCW).

The NAPWPS 2023-2033 emphasizes the importance of strong collaboration between the government and civil society and aims to ensure the effective implementation of the plan at national and local levels. A key feature of the NAPWPS is a focus on monitoring, evaluation and learning to ensure greater accountability of all WPS stakeholders.

This project is to support the implementation of the NAPWPS at local and regional level in the 3 regions in the Philippines working closely with local and regional government, civil society organisations and local communities.

The project will be delivered through a consortium of VSO with three implementing partners who will be responsible for implementing the project in regions in Luzon, Visayas and Mindanao, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Role Outputs

  • Strengthened M&E capacity of project consortium partners and other stakeholders (including CSOs, WROs, CBOs) in Luzon, Visayas and Mindanao.
  • Working with MERL coordinator, implementation of the Measuring Impact for Learning & Empowerment (MILE) approach MILE is the practice of participatory monitoring evaluation and learning (PMEL) and forward accountability in VSO projects.
  • Input into the development of other evaluation and data collection tools, including the survey for localised WPS Index study.
  • Support the implementation of WPS Index study and risk and resilience vulnerability study through participatory workshops
  • Support the MERL coordinator to analyse data and draft the WPS studies.
  • Support the development and use of the WPS digital dashboard.
  • Support WPS dialogue, implementation and monitoring.
  • Generate learning and evidence about the processes of WPS localization for localised WPS reports and the creation of digital dashboards.
  • Working with the communications and advocacy volunteer and other stakeholders, identify priority advocacy actions for CSOs, CBOs and WROs working on the WPS agenda
  • Work closely with partners to localise evaluation data tools and outputs
  • Contribute to MERL technical working group for GPACT and work in collaboration with other Evaluation NVS
  • Take lead in the lobbying with local government units, national agencies, and other relevant stakeholders for the integration of WPS key performance indicators in the Community-Based Monitoring System (CBMS)
  • Other support to the implementation of the project

Experience and skills required for this volunteer placement

Additional Information

All volunteers have an allowance paid in local currency. The allowance meets reasonable living expenses in country, but will not be enough to send money home.

VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
