Background

The UNDP Upper Drina Regional Development Programme (UDRDP) represents an integrated, holistic approach aiming at laying the basis for local recovery and therefore sustainable return to upper Drina basin, with improvements in local governance and the general socio-economic environment. However, the key focus of all the programme’s activities remains on facilitating the return process and maximizing support for the vulnerable groups, of which female headed households are the most important.

The overall goal of the UDRDP is to promote the socio-economic recovery of multiethnic communities with strengthened local government structures. This multi-donor initiative is an integrated and comprehensive framework, which seeks to revitalize the human and physical capital of the region and comprises three interrelated pillars: economic development, local governance, and infrastructure.

The responsibility of the International UN Volunteer Monitoring and Procurement Officer will be to provide assistance to the Programme Team and its stakeholders to successfully document all planned activities while supporting programme development and management. The position is in Foca, Bosnia and Herzegovina, and qualifies as a non-family duty station.

Duties and Responsibilities

Under the overall guidance and direct supervision of the Programme Mananger for the Upper Drina Regional Development Programme, the Procurement, Monitoring and Evaluation Officer assumes responsibility for procurement and the monitoring and evaluation of various project components.

The UNV Procurement, Monitoring and Evaluation Officer’s efforts shall result in delivery of services to meet the following expected results:

1. Analysed data in accordance with the UDRDP Monitoring and Evaluation Strategy.
2. Within team work, reviewed project resource requirements in order to document advice on the need for budget adjustments and revision.
3. Insured project implementation in line with the programme document and UNDP rules, regulation and procedures as they are critical to ensure achievement of UNDP Country Programme outcomes. A client-oriented and efficient approach has impact on the image of UNDP Country Office.

1. Analysed data in accordance with the UDRDP Monitoring and Evaluation Strategy.

  • Monitor programme progress against annual and semi-annual plans while performing cost-efficiency measurements.
  • Facilitate the implementation of base-line and follow up sub-sector studies as outlined in the programme document: metal, wood-processing, sheep.
  • Support local non governmental organisations and programme staff in data analysis regarding the annual poverty assessment, the semi-annual opinion poll, the financial capability survey, the public servant survey, the power distribution survey and the local community survey.
  • Conduct client-based satisfaction surveys to measure cost-benefits.
  • Document specific sub-activity profiles.

2. Within team work, reviewed project resource requirements in order to document advice on the need for budget adjustments and revision.

  • Develop quarterly work plans using Ms Project.
  • Familiarise him/herself to UNDP procurement practices.
  • Review terms of reference for requests for proposals or calls for applications.
  • Submit all procurement documents to the portfolio assistant and adjust documentation according to feedback.
  • Follow all procurement initiatives: requests for proposals, requests for quotations, interests to bid, requests for applications, and monitor contracting.

3. Insured project implementation in line with the programme document and UNDP rules, regulation and procedures as they are critical to ensure achievement of UNDP Country Programme outcomes. A client-oriented and efficient approach has impact on the image of UNDP Country Office.

  • Undertake mandatory UNDP management practice assessments thorough e-learning: Security in the field, PRINCE2, user guide, Results-based Management, UN prevention of Harassment, Gender journey and Advance Procurement.
  • In collaboration with the UNDP BiH Gender Analyst, ensure gender mainstreaming is integrated into the programme
  • Ensure that relevant project outputs, best practices and lessons learned are disseminated, complying with the quality requirements of the implementing agency, UNDP and other donors.
  • Prepare progress reports (semi-annual and annual / financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the programme.
  • Prepare inputs into final donor reports, with an analysis of progress towards expected results as defined in the project document and subsequent work plans and budgets
  • Prepare ad hoc programme materials as needed.
  • Prepare the terms of reference for external evaluations.
  • Contribute to the preparation of the UDRDP Semi-annual Newsletter.

  • Has excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.

Required Skills and Experience

  • Bachelor’s degree or equivalent in Law, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field (Master’s degree is a distinct advantage).
  • At least, three (3) years of relevant experience at the international level in development areas. Prior monitoring and evaluation (design and implementation) experience, with at least one year in a transitional country.
  • Familiarity of UNDP system, rules and procedures is an advantage.
  • Experience in the usage of computers and office software packages and in handling of web-based management system.
  • Fluency in written and spoken English. Local language skills are a distinct advantage.
