Job Description

International Resources Group (IRG), an Engility company and holder of the USAID Water and Development IDIQ (WADI), is currently seeking a Monitoring, Evaluation, and Learning Advisor for an anticipated USAID/Uganda-funded sanitation program. The anticipated project is expected to accelerate sustainable improvements in quality, access and supply of water and sanitation services, and improve hygiene behaviors in Uganda. This will be achieved by introducing a series of contemporary, integrated water and sanitation interventions at the community and household levels that will lead to three intermediate results:

  1. Increased household access to sanitation and water services
  2. Key hygiene behaviors at home, school, and health facilities expanded
  3. Strengthened district water and sanitation governance

The proposed candidate will be in charge of the monitoring, evaluation components of this contract. S/he shall develop monitoring, evaluation and reporting (MER) systems. The MER system will include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting.

Minimum qualifications are expected to include, but not be limited to, the following:

  • Advanced degree in Monitoring and Evaluation (M&E), epidemiology, biostatistics, statistics, research methods or other closely related discipline AND 5+ years in M&E for health programs, demonstrating increased level of responsibility.

OR

  • Bachelor’s degree in statistics, biostatistics, social sciences and epidemiology AND 8+ years in M&E for health programs, demonstrating increased level of responsibility.

Additional qualifications are expected to include, but not be limited to, the following:

  • Extensive formative research, progressive M&E applications, surveys/studies, and evaluations.
  • Demonstrated experience in successfully moving evaluation and research findings to program actions.
  • Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Strong oral and written communications skills in English.

Preferred additional qualifications:

  • Prior experience with Ugandan water supply and sanitation applications strongly preferred.
  • Experience with behavior change communication (BCC), CLTS, or gender mainstreaming.
