Summary of Position

IREX is currently seeking a Monitoring, Evaluation, and Learning Director (ME&L Director) candidate for an expected USAID-funded Liberia Accountability and Voice Initiative (LAVI). The purpose of the LAVI program is to strengthen multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms. It will contribute to the overall goal of USAID/Liberia’s interventions to increase the influence of citizens, civil society and media in the governance of public goods and services. The ME&L Director will provide performance monitoring and evaluation of LAVI to include developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans.

This position is contingent on funding.

Summary of Responsibilities:

  • Develop and manage a monitoring and evaluation system across all program components, including review of framework and indicators, and development of monitoring activities that capture necessary data to report on results and apply to program management.
  • Provide technical assistance and training to staff and liaise with USAID/Liberia in ME&L design, modification and reporting.
  • Communicate information obtained through M&E activities to IREX staff, various external stakeholders, notably donors and partners.
  • Be a primary M&E resource to the field office and field personnel; liaise regularly with IREX’s Monitoring and Evaluation team in headquarters.
  • Ensure data collection process is functioning in all activity locations to provide quality data within deadlines.
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
  • Conduct regular visits to project sites to provide technical assistance and ensure proper monitoring of project activities.
  • Produce M&E monthly, quarterly, semi-annual and annual reports to Chief of Party and donors, as needed.

Skills and Qualifications:

  • A university degree is required in any the following or related fields: social science, management, international development, statistics or monitoring and evaluation.
  • A minimum of 10 years professional experience in international development and/or M&E, with at least 5 years in field position in a developing country preferred; Sub-Saharan African experience preferred.
  • Demonstrated competence in leading monitoring and evaluation processes for large, complex programs funded by USAID (preferred) or other donors.
  • Prior experience in the monitoring and evaluation of policy reform or in capacity development, with demonstrated capabilities in methodologies appropriate to complex change processes and capacity development.
  • Demonstrated capabilities in knowledge management and organizational learning.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
