This Proposal Opportunity:

The USAID Burkina Faso Health Systems Strengthening program aims to improve Burkina Faso’s healthcare system through strategic partnerships and sustainable solutions over 5 years. Palladium seeks a Director of Monitoring, Evaluation, and Learning (MEL) to lead in capturing and communicating program results, ensuring high-quality data collection, reporting, and analysis. The MEL Director will link M&E data to a process of learning and adaptation, with expertise in designing frameworks for health systems strengthening, policy, finance, and governance programs. They will coordinate MEL efforts effectively, collaborating with communications and technical experts, and implement Collaborating, Learning, and Adapting (CLA) practices for evidence-based program adaptation.

The Monitoring, Evaluation, and Learning (MEL) Director is a full-time position and will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets/projections, indicators, outcomes, and impact. They will be responsible for ensuring valid and verifiable data collection, reporting and analysis, and communicating program results to USAID and external stakeholders. They will link M&E data to a process of learning and iterative adaptation.

Primary Duties and Responsibilities:

  • Lead the development and monitoring of MEL workplans, and review and update the project’s MEL plan on an on-going basis.
  • Develop and implement a framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
  • Work closely with the technical leads of project components to ensure compatibility and coordination within the M&E framework and ensure that the MEL system adheres to USAID guidelines and meets the needs of the program for learning, analysis, and reporting.
  • Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems.
  • Institute routine data reviews as part of an adaptive management process including analysing, interpreting, and presenting data to project management and technical leads
  • Responsible for developing and designing project systems to track program progress against indicators, collecting and verifying information and maintaining performance monitoring plans, reports, work plans and monthly reports.

Key Competencies Required:

  • A Master’s degree (or equivalent experience) in a relevant discipline such as M&E, Statistics, Public Health, International
  • Development, or a related field, with at least 7 years of demonstrated experience in monitoring and evaluation of large-scale development programs.
  • Proven track record in establishing and managing MEL systems to track project performance and outcomes effectively.
  • Demonstrated analytical skills to measure project outcomes and provide valuable support for project supervision.
  • Expertise in gathering, organizing, and analyzing large datasets, with a focus on designing manageable and transparent M&E systems for reporting progress against indicators throughout the project lifecycle.
  • Previous experience in developing, implementing, and managing performance monitoring plans (PMPs).
  • Strong understanding of USAID regulations and M&E reporting requirements, particularly within the health sector.
  • Experience in leading and overseeing both qualitative and quantitative research, with demonstrated proficiency in managing data collection teams.
  • Excellent organizational and management skills to effectively oversee MEL teams and activities.
  • Fluency in English and French is required.
