Monitoring, Evaluation and Learning Manager - Burma (Myanmar)

Job Description

Cardno International Development is seeking a Monitoring, Evaluation and Learning (MEL) Manager for the anticipated USAID-funded Burma Community Strengthening Project. The program will design and implement interventions to strengthen communities in areas affected by or prone to conflict to improve access to essential services, recover from conflict, improve their resilience to future shocks, and empower them to more fully participate in Myanmar’s democratic transition and national reconciliation processes.

Cardno has managed development projects across a variety of sectors in Myanmar since 1977, and currently employs approximately 700 staff across nine states and regions. Promoting locally driven and community-centered approaches is at the core of our work. In the last 15 years, we have implemented 21 projects across the country.

Responsibilities:

  • Manage performance monitoring, evaluation and learning throughout the activity, to include providing technical assistance and training to staff to develop appropriate indicators to measure activity results;
  • Develop indicators to measure results and outcomes in aggregate for similar interventions or approaches, and develop indicators and evaluation methods to assess performance across the activity portfolio;
  • Ensure systems and processes for continuous learning and adaptation within the activity are in place, and provide recommendations to changes in approaches, interventions, performance monitoring and/or work plans as necessary.

Minimum Requirements:

  • At least 5 years of relevant senior-level experience managing and/or supervising monitoring and evaluation systems and processes for donor-funded programs (experience with USAID-funded programs preferred);
  • Strong analytical skills and an understanding of a range of methods for participatory, ongoing and evidence-based learning (understanding of complexity-aware monitoring approaches preferred);
  • Demonstrated ability to design and manage monitoring and evaluation systems in dynamic operating environments;
  • Experience training local program staff in monitoring and evaluation methods and systems;
  • Familiarity with international development organizations’ policies and procedures;
  • Experience in Myanmar or other Asian or Southeast Asian countries undergoing transition preferred.
